Not many know Ashiya's personal attributes. Mostly because records of him hardly exist. Records of Ashiya range from placing him at a whopping seven feet tall, to four feet, with a hair color ranging from black, brown, red, blonde, and in some cases, pink. He's a man hard to pick out in the crowd, simply because he keeps his looks as easily managed as possible. He takes pride in his appearance, and despite his age.
Unfortunately, one of the most damning things about Ashiya are his beautiful eyes, something between blue and green, an unusual note of his Quirk and one of the biggest things to denote from Ashiya's appearance as a whole. That, and his affinity to wear suits, picking him out from the crowd. He is a businessman first, and a villain second, and as such must look as professional as possible for his intelligence agency.
But his eyes hold something more. A madness that lies deep within his soul, within his mind, that resonates with only one idea, and one concept. To find his equal. Because of this, his eyes, despite their beauty, hold an intimidation factor from madness itself. As though he is never sated, unless one statement is always considered true.

Ever since Ashiya was born, he was always an eccentric kid. Loving grand mysteries, and more so did he love the idea of creating these wondrous mysteries. Hence, his standing now as a self-made criminal. But alas, with no one to play with, Ashiya is often far too bored. Normal people bore him, to an extent that everything they do, thanks to his Quirk, makes logical, cohesive sense. For most people, except for one. But, that's for a different profile to say.
His rich upbringing should have made him a good man. He was taught by loving parents to be good, but he just loves making a mystery, and watching the heroes of today unraveling it and finding the core of why it was done. Perhaps it leads him to prison, though likely not for long. But he hates when things are far too easy. He prefers when the game is mostly even.
He's a man who heckles with the heroes, but in the end, only wishes the challenge that they can give him. He is a madness that must continue. Thus, every move of his must be calculated to make the job harder for the heroes to win, and thus every murder, death, or breath of air must be calculated to make it meaningfully fought; either he wins, or they win, and while he loathes the ending, he only wishes to make victory all the sweeter, like a fine wine.

Aside from that, Ashiya's name never resurfaced until his adolescence. From there, Ashiya was a respectable self-made millionaire, founding the intelligence bureau 'Moriarty Intel'. But when one looks into the company itself, the address links to a laundromat warehouse, with hundreds of workers cleaning at all times. Working on various cloth, and materials. Investigation has looked into it plenty of times, but no secret passageways sit in this laundromat, but all the workers still point to Ashiya as their boss.
What makes this more confusing is that, the only reason investigations were done is that Ashiya is known for its questionable business practices. He is known to give intel on both sides. To the heroes, he may give information on villains when they've outlived their usefulness to him. To the villains, he'll sometimes give a time and place to 'discreetly' eliminate them. Ashiya has single-handedly been the proxy of death for over twenty pro heroes, and put over thirty villains in prison cells. A deal with Ashiya is signing your waver.

SUMMARY:
Photographic memory? That's his power? Yes. Yes it is. Ever since he was born, James has been smart. A prodigy, in fact. But his Quirk manifested, to make more of a malignant growth upon his cerebral cortex, invisible to those looking upon him. The growth is the source of Total Recall, and he can remember everything. Every memory of his becomes long-term memory, and when he learns something, it never goes away. Ever. If he learned how to do kendo, he would remember it forever. If he learned how to run up a wall, he would remember it forever. If he learned the air speed velocity of an unladen swallow, he would ask African or European, and recite the exact air speed velocity.
Theoretically, he remembers everything, which is the perfect Quirk for him, since he is calculative. The only thing he does not know is the future, because it hasn't happened yet, which removes him from being an oracle for the future. But that's not a problem at all, since he can recite everything he knows, and thanks to having such a large brain to begin with, it's easy to see how it hasn't killed him yet. He has likely outwitted even death.
WEAKNESSES/LIMITATIONS:
Such a powerful cerebral Quirk such as Total Recall has obvious flaws. For instance, it does nothing to defend him from he doesn't know. For Ashiya, knowledge is power, and without knowledge, he is blind. If he doesn't know how to fight you, you have the upper-hand. He counterbalances this as much as he can by doing homework on everyone he can possibly. Pro heroes, vigilantes, villains, even students if and when it's necessary. He leaves no stone unturned, but he does not know everything, as much as it would pain him to say.
Added to this, it still takes him time to learn skills. About the usual amount of time, meaning he can only do so much. While it may mean he never forgets how to do something, like riding a bike, he does still have to learn like a normal human being to ride that bike. Hence, he cannot do something he's never done before. At least, not well. He could get lucky, but even he knows that luck is a fickle mistress who shall sooner have him six feet under.
Even more so, is how his brain reacts. Ashiya lives with a constant pain in his head. Be is able to ignore it, but think of having a minor headache. Now imagine if that headache NEVER went away. He is living with a headache that no amount of medication will absolve. Ashiya considers this a sign of him being alive, but it's no less annoying. Pounding, deafening sometimes headaches that only get worse the harder he uses his Quirk. This is the extent his malignant Quirk goes to hurt him. He is never at a risk of death over it, but irritation and pain are always set to the on position. The question is how much?
Adding to that. His Quirk does not help him in combat; an ability he does have any amount of skill in. He prefers a puzzle to be solved that's solution isn't a fist to the face.
Finally. His only weakness in people is that he cannot ever kill Haruhi Abe. He will never put her at a risk that she cannot solve her way out of. He will never force her into a position where she has to die. He could never kill Haruhi, because Haruhi is the only intellectual equal he has ever known, and her death would lead him to going on a rampage. The kind of rampage like leaking confidential information about politicians to the public, or crimes heroes have done. To kill her, would be to kill society's good aspects. And for Ashiya, that will never. Ever. Happen.

But with others? He knows he is the most powerful by far.
