When not in-costume, Hiso tends to wear his hair is a much more low-brow, 'rocker' style - spread out and reaching just past his shoulders. His facial features aren't sharp, yet neither are they smooth - which gives a creepy vibe in tandem with his near 'lifeless' pupils.

Where his daughter is the light of the room, Hiso is best described as the 'black hole' of it. The man seems to be in a perpetual state of either apathy or plain sadness and is a harsh pessimist (which he likes to call, realism). Rarely does he every display signs of happiness or affection, though his actions in taking in an abused child speak volumes on its' own. He is dedicated to helping others through his Vigilantism, as a way to repent for damage dealt when he was 'on the wrong, wrong side of the law' - despite his constant hesitation and contrary statements that he isn't actually sure if what he's doing is helping.

Hiso learned this at a young age. Discarded by his blood parents and left to be raised by whatever would take him, he grew up in a rough and loose gang - ruffians and petty Villains who stole and stabbed out of necessity. It was a miracle he didn't starve, though that was the extent of his luck. Exploited and abused, he was forced to work various unsavory jobs as soon as he had the physical capability to do so. This included using his Quirk to assist in crimes when it developed, no matter the toll it took upon his body. Sickness, hunger, and wounds that festered were common - but Hiso endured.
Heroes can't save everyone.
He learned this when he thought for himself. Heroes were a new topic, explained by his 'boss'. They were the people in bright clothing with special powers that stopped people from committing crimes, no matter the reason. If that was the case, then, why did not a single one ever save him? Were they not supposed to help people, especially children? Yes, they were, but they couldn't get to him. Red tape and publicity shielded him from their sight.
Life is unfair.
The trial was supposed to put the main gang members behind bars. Punish them for their crimes. Money to the right people prevented this. They got off with probation and a slap on the wrist and went right back to making Hiso suffer. Why? The laws were supposed to protect the innocent. He learned that sometimes, justice must be taken in one's own hands.
Society is complicated.
He had done it. Rebelled against his boss. Recorded evidence, exacted revenge, and left the black-and-blue crooks on the side of the road with police sirens closing in. He was free. He had taken the money, but where would he go now? Nobody would want a teenager, and he didn't trust the Heroes. He couldn't purchase his own house. Therefore, he must find lodging... and find it he did. A Villain safe-haven, one where his Quirk was recognizable and he was extended an offer for housing and work.
He could bring happiness to others.
He was an adult now. A self-taught but intelligent man with a burning desire to help others not go through his pain. The items provided by the haven would be his. Betrayal was not his style, but perhaps, if he were to use his Quirk for good...? Such an act was 'Vigilantism'. So be it. He never had the chance or will to go to a Hero School. And he could start by helping those close to him.

THE ARMORY
Costume: A black raincoat crafted from kevlar and temperature-change resistant rubber. Covers nearly his entire body save for his hands and face, and has a small opening at the top for his signature ponytail. Keeps cool when the surrounding area gets hot and cools off when it gets cold.
Black Umbrella: A seemingly normal umbrella - but is actually one of Hiso's most reliable tools. It is crafted from a titanium alloy with a light kevlar covering. Stops small arms fire and bladed weapons, and can fold inward and shift to reveal a bladed sword-like weapon.
Mask: A painted hockey mask with three colored stripes running down from the left eye. Hides his identity and provides some protection, equivalent to standard sports gear.

SUMMARY: Put simply, Hiso has the power to remotely manipulate and affect the pressure and temperature of the surrounding air. This grants him two distinct 'powers' - controlling surrounding air currents, and changing the weather even to a minute scale.
Wind Currents: The first part of his Quirk is rather simple - he can create changes in the air pressure around him in order to shape and flow gusts and currents of wind to his liking around him. Hiso has fine control over this power, to the point where he can surgically move different items across the same area without bumping into one another. This is technically his 'auxiliary' power, however, and is not nearly as strong as a Quirk his true proficiency would be. The created gales can only move objects up to two-hundred pounds of weight, and the maximum range of this ability is only about fifteen meters in every direction. While this does have force behind it, at max he can create gusts that rank about an eight on the Beaufort scale.
Localized Weather Control: Hiso's more 'flashy' section of his Quirk - weather control. He is capable of manipulating weather up to a large diameter of one-hundred meters, or shrinking the area of effect down to only ten if he desired. This AoE is ONE circle of the desired range at a time, not pockets of control, and always starts centered on Hiso. The artificial nature of his Quirk means that he can even create weather indoors, though this will be much less prominent than actually using it outside. Along with the slight temperature shifts, he is capable of creating phenomena ranging from hail, a deluge, to even near-drought like temperatures. Hiso picks which weather effect he wishes to enact, and it takes one post for the changes to fully take effect.
WEAKNESSES/LIMITATIONS:

He can maintain his strongest winds for about six-posts straight and must spend an equal time recuperating as he did using his Quirk. This means if he used his Quirk for two posts and stopped, his next post would 'recharge' at the end, and he'd have five total posts left when his next post came up.
Weather Control: Hiso can only choose ONE type of weather effect at any given time, and must choose the size of the area BEFOREHAND and CANNOT change it during the effect. Weather, regardless of the area it involves, will last for three posts starting on Hiso's next post. He cannot cancel the weather early, EXCEPT for leaving the affected area entirely - which causes the effect to disappear. Incapacitating him WILL also end the effect, however.
