With smooth olive skin and an athletic build, Hitoshi is a fairly fit and stereo-typically attractive male. Sparkling grey irises fill his visage, brighter than diamonds, one of his many noticeable features with the next being his midnight colored locks. Spiked and messy on any given day and slicked back like freshly spilled oil on a patch of concrete when groomed; much to his own chagrin.

Hitoshi is what you would call a wild child, taking the world in as his play thing. He enjoys having fun and just being bold, not caring about others opinion over it or him. He is very strong willed, confident and notably headstrong, which means people either get along with him and his fun loving ways or can't stand his arrogance. Hell, who else do you know who loves being underestimated? It's all just fuel for the metaphorical fire that burns within him, eager to shut all doubters up.
Despite being brash, Hitoshi is very trustworthy and won't tell a soul a single thing you say to him, if he even bothers to remember. Though don't think just because he's trustworthy he'll entrust his secrets into you, it'll take some time for that. Especially since he doesn't keep many secrets since most things won't even matter in the long run. Why harp over stupid shit now when you could focus on becoming stronger? He'd much rather just handle any conflict with a fight, but when it comes to love he's a completely different entity. Unable to find the words to approach his crush and falling victim to deep blushing when on the receiving end of affection.

SUMMARY: "What good is a quirk that turns you into a puddle?" Hitoshi finds his quirk to be the coolest thing ever despite what others may believe, and has proven its usefulness time and time again. Hydro-morph allows him to transform himself, partially or wholly, into water with minor hydrokinesis as a bonus. He retains complete control over every droplet as it is all part of his body, and cannot suffer physical harm while in this state (making blunt force and piercing ineffective). This control of his form is refined enough to where he leaves no trace of using it, with all moisture and water being absorbed back into him when becoming solid once more.
Hydrobody: To go into a bit more detail, Hitoshi's transformation turns him into a sentient amorphous mass of water which can retain a humanoid shape but at it's base is a flexible, ever shifting wave. While in this form he isn't constrained to the limits of his human body making his movement speed increase to around 30mph for quicker travel along the ground, and while submerged this speed increases to 60mph. Hitoshi's water form being completely under his control means that by controlling his own shape he can form water constructs with his own body, retaining their shape due to his own conscious effort; allowing him to incapacitate and restrain without external bodily harm. Holding someone in an orb of water until they pass out, or taking the shape of chains to hold limbs. In a different light Hitoshi can use this to catch falling civilians and objects by controlling the buoyancy and surface tension of his water, making the surface akin to a balloon or as solid as ice.
Hitoshi's own body retains it's size and mass while shifted, which isn't usually enough water for what he attempts. Luckily for him he can temporarily increase his mass drastically by incorporating surrounding bodies of water or even moisture in the air into himself. This allows him to mimic water based disasters for 'special moves', rushing forward as a tidal wave, a spinning water cyclone to break through structures as strong as cement, or even locking several foes in a full body whirlpool; or simply flood a room for a short time. Using this same process without adding mass, Hitoshi can propel the liquid particles of his body at great pressure through a limb or his mouth like a fire hose; useful for putting out fires and knocking enemies back several feet. This is done by using the kinetic force of the water being absorbed to force his own liquid molecules to fire out at great pressure without dehydrating himself and can come as a narrow piercing beam (reaches 80ft), a moderate hose (reaches 40ft), or a wider spread blast with lessened knock back(reaches 20ft).
If he finds himself separated from a portion of his body by being partially evaporated or sealed off from the rest of it, he can use newly added water to replace lost water; while the original water he lost will simply revert into standard water. This allows him to sling his limbs forward and fire off small projectiles like water balls, water missiles and even waves; but they don't pack enough of a punch to do much but splash someone or soak things. Although if someone were to freeze the water in mid air it might be good for a solid hitpun intended or if he bolstered the surface tension to match ice it might do the trick.
Hydromorphism is best used when Hitoshi is completely converted, but when partially shifted he can perform several of these feats at a scaled down version. If he were to change just his lower body into a water cyclone to move faster he could likely reach around 23mph at best, and by taking in water while changing just a limb he could elongate to around 50 feet for striking, grasping or even climbing. Using hardened surface tension to avoid simply submerging objects in his shifted palms.
Hydrokinesis: An aspect of his quirk he doubts will ever be the 'real deal', Cloudburst is capable of minor feats of hydrokinesis. Often times when using this the hand he is channeling the control through will shift into water while retaining it's original shape of four fingers and a thumb. With this aspect of his quirk Hitoshi can control the direction and intensity of an outside source of water meaning he can gesture toward water (a fire hydrant, faucet, even the rain) and shift it's movement to his liking while it is within 20 feet of himself. This means creating a bubble of intense rain as opposed to the drizzle going on around them, using a squirt gun to blast someone through a wall or bursting pipes in a room are all feasible, however once this water leaves his area of influence it instantly loses it's new found intensity (i.e. making a water gun shoot with the force of a shotgun would be useless on a target at 21 feet as the water would lose it's momentum and just feel like a heavy squirt). This aspect does work in slowing outside water quirks directed at himself or allies by quickly slowing the attack to simply splash them as opposed to someone blasting them through concrete, useful for fighting hydrokinetics or helping during floods.
Hitoshi is in the process of learning to telekinetically control water within 20 feet of himself as well, but can only manage small feats at best. He can play with a bubble of water without issue, levitate some water in the air and burst it to simulate rain and toss orbs and streams of water at people with enough force to pin them to a surface if they're a base human... but that's about it. He won't be making constructs, shifting water into it's alternate states (gas, plasma, ice) or even generating his own water; despite having a hydrobody. He can't just pull water out of thin air lest he's pulling that water into himself while shifting, unable to do so while in a human form. The last function of his hydrokinesis he's working on is controlling the surface tension of water under his control similar to what he does with his hydromorphism.
It may sound simple, but he doesn't have a great grasp on water manipulation so while he could create a floating orb of water and hold someone inside of it; what would prevent them from simply swimming to the edge and bursting free? That's where his practice of controlling the surface tension comes into play, letting him make the water denser on the outside while it is under his control but not akin to ice; more so slime at this stage. Harder to break through, barely, and far from impossible.
WEAKNESSES/LIMITATIONS:

Hydromorphism is super cool but it comes with its fair share of drawbacks the first it's inescapable vulnerability to temperature extremes whether it is intense cold or intense heat, both will have an effect. The cold will freeze his body, immobilizing him completely until he is thawed, and intense heat can evaporate him (and the extra mass he puts on) making it difficult for him to pull himself back together. Not to mention both being extremely painful to experience, he would have to revert to human form to avoid these attacks lest he want to be converted into a popsicle or a fine mist. The second elemental weakness involving electrocution as it courses through his entire being and usually forces him to partially revert to his human form until the current subsides, leaving him vulnerable to attack.
Hitoshi, while converted to water is vulnerable to being contained by other quirks or structures that prevent him from escaping. Like if someone were to trick him into entering a jar, or uses some sort of construct to create an orb or container to trap him, he'd likely be helpless until he's freed. Water manipulators and absorbents are also capable of slowing him down greatly, as being absorbed requires him to pull himself free which is easier said than done; and manipulators are tricky. Think of it like trying to telekinetically control someone, as he is in control of every droplet of his composure if someone (of a higher letter rank, think c- vs b-) were to attempt to control him they could do so until he reverted to his human form.

On top of the fact that he doesn't have to worry about the water causing property damage (as summoning a tidal wave body is fun until you can't muster the strength to get rid of the excess water when it detaches from your form). However adding mass has a cool down based on the the strain of the feat performed, meaning becoming a tidal wave for 2 posts would require a cool down of 8 while taking on enough water to fill a room for 8 posts would require a cooldown of around 2 posts. A middle ground being taking on mass for 4 posts requiring a cool down of 4 posts.
While partially converted, Hitoshi is vulnerable to physical attacks that will form him to become fully human once more. He also cannot extend his limb further than his limit as even doing so within his limit requires good bearings given his body is the brace for whatever weight he is lifting. If attempted to lift a group of people from a collapsing building, he would have to have a portion of him limb on the ground to act as brace beside his own body, though using a secondary shifted limb to support the other can help.
Hitoshi when forced to reconvert after losing a portion of his own water can experience severe repercussions. If he were to lose more than half of his water before converting it would be equivalent to severe dehydration meaning he would need to spend time absorbing water into himself before he can risk morphing again. This absorption usually lasts at least 6 posts before he is fully healed, with a loss of 25% of his water requiring 3 posts, 75% requiring 9 post and 100% resulting in death. When dehydrated by 25% he experiences headaches and dry mouth, at 50% it adds dizziness, and fever, and at 75% it becomes as dangerous as low blood pressure, shock and rapid heart rate.

Firstly most of this ability is unexplored by the youth and he doesn't have much experience either making it something he tends to avoid while on the field.
