Shizuka is generally a gentle, kind person. She has a high level of empathy, and tends to be an over-emotional mess more often than not. She’s introverted, but does get lonely from time to time, especially because it isn’t a “choice” as much as a requirement to stay alone for the sake of her health. Her inability to socialize in a normal capacity growing up has left her a bit stunted, though her innate softness does a bit to curb those effects.

Hours after her birth, Shizuka was given up alongside her twin brother, Kyouya, to the sorry excuse for a foster system in her region. With a mother and father who desired neither of them and an extended family whose sentiment rang out much the same, the two of them were placed into an unrelated family with a young couple. This would be Shizuka's first stroke of luck: a family overflowing with love. Though the memories exist only as flashes of color through a dense fog and a feeling of warmth in her chest, the first few years of Shizuka's life were unparalleled in joy.
Such happy times were not to last. Lacking significant information on the lineage of their quirks, due to matters of a closed adoption withholding medical information made the manifestation quite a surprise. To Kyouya: telekinesis, a quirk with endless applications that could send him down the path of a hero that he craved. To Shizuka: constant telepathy, a quirk which she lacked the language to explain the torment of at four years old. Trapped in her own mind with both her own thoughts and those of her family rushing through, she became a being of dread.
In a matter of days, Shizuka went from a relatively normal child, if a bit shy, to a recluse that hid even from her family. She would scream and cry, desperately attempting to explain how loud her mind was, how badly her head hurt. An attempt was made to place her in preschool, which failed with unmistakable misery. From then on, Shizuka was homeschooled. Her father began working third shift at the hospital in order to stay home and teach her; the exhaustion showed all over him, and she began to regret having been born at all. Would it not have been better for them to take only Kyouya? If they knew how raising her would be, would they choose to keep her? Day in and day out, Shizuka was plagued by these ideas, thinking much too far for a mere child. No, she had never heard her parents think such things, but that didn't mean that they never had.
Isolation piqued Shizuka's interest in 'solo' activities like reading and art. She picked up any hobby she could in order to fill the void left by human interaction, but even her natural introversion could not protect her from the desire to be seen and loved and known by friends. Her online presence grew with each passing year in an attempt to satisfy those urges. Shizuka took to video games and voice calls, learning to appreciate a conversation with someone whom she could not hear thinking their words before they spoke them. Throughout high school, Shizuka was something of a hermit, though her grades never once slipped. Even so, her quirk prevented her from pursuing the education and career in programming that she desired. Smaller desires like a best friend or a lover were just as impossible, all due to the curse of her quirk. Her brother had sought education at U.A., and the simple matter of how busy he was with mountains of work and time committed to his future made them quite distant from one another. Shizuka watched his graduation alone through a livestream. The misery of missing out on the most important event to have occurred around her up to that point was all-consuming. Her existence was worthless if she spent it all alone.
When he moved out, she began to behave even more bitterly, refusing to talk to anyone at all. In a way, it felt as if she had abandoned her.
Her days passed on in sorrow until she heard something from the news: quirk nullifiers. Shizuka's curious nature and desperation led her to look deeper into this mysterious serum. She fell further into that rabbit hole, seeking out something she'd never once considered before: dealers. In all her sadness and anger, she would never have expected to slip in that way. But with the TOR browser downloaded and criminals all over claiming to have doses, she had gone too far to turn back.
In tracking down intel from a small group of criminals, Shizuka discovered a need: interrogators. When violence failed to get the results they wanted, it would seem as if their next best option was to move on to another subject. In exchange for doses of nullifiers, she would offer those services to anyone who might ask. Shizuka was good at her "job"; the soft, kind way she spoke would not make her targets talk, but even their mind would move more freely when they were not being hurt for information. She knew she was putting herself in danger any time she had dealings with criminals and villains, but it had to be worth it; her life changed in a matter of days, just as quickly as it had when she was a child.

All conscious thoughts from those within that radius will be heard along with her own, until she can barely manage to form a coherent thought of her own while surrounded by them. She cannot choose to stop listening, or to amplify a specific set of thoughts over another; volume is based on proximity, not her interest in hearing them. Its best use is one-on-one, such as the interrogations she has made a side-career of.
Fortunately, obtaining serum to shut it off for extended periods of time has made life easier. Unless discussed OOC, Shizuka's telepathy will be nullified, essentially rendering her quirkless.
