Warning! This tall, damn near flawless, well-groomed piece of shit is on the loose, and it's best to keep your eyes as peeled as you can! There is no mistaking his golden eyes, as they resemble that of a dragon, and while a lot of takes will depict Nidhogg with a full-on Dragon Mutation quirk, that's only because he's kept his transformation Quirk underwraps. In truth, he has flowing black hair, and an excessive love of jewelry, something akin to dragons with hoarding. Seeing jewels, rings, necklaces, the works. Often, he prefers gold over actual clothes. And yes. He is ripped. But one thing is amiss.
There's a heavy burn scar on the left side of his face. Heavy, and even shows when he transforms.
But it's much different when his Transformation Quirk comes in. He takes on the appearance of a black dragon humanoid, his eyes losing their sclera and fully turning golden. He grows his cales, coating his whole body with a thick dragon's scales, dark as the night, with a gray chest area. He sprouts wings from his back as well.
His expression is always pained, especially in recent years. It's hard to get him to crack a smile. Even harder to break through his demeanor.

The heartbroken father of Ryuga Hoden and ex-husband of Aisuru Hoden, Ryuji is the kind-hearted father who does what he has to do for his family. He couldn't afford his home in Saga, Japan. He couldn't afford his lifestyle, his husband's lifestyle, his daughter's. Their house was glorious, but bills always got behind. So what does a man do, when faced with adversity? He rises above. Ryuji is one such man; he rose above.
He resorted to the most vile acts imaginable, all for the sake of love for his family. He stole. He burned. He murdered for them. Banks would be robbed by a 'Dragon Man'. The vault doors burned opened with millions stolen and put into offshore accounts. Jobs to assassinate men and women were taken, and all that was left at the crime scene were ashes. Paintings and the pieces were stolen. And the name was given to him by the media coverage.
Nidhogg.
The offshore accounts were for his daughter and husband only though. He excuses his disgusting crimes and fully believes it is in his love that he does the nasty things he does as a father. To protect his family, he does everything he can, and even after everything broke apart, he painted himself the villain to protect them from any ties from him. But... he does want to prove why he does the things he does to them. He doesn't want to get better and try to fix the bad, he wants to justify it to Ryuga and Aisuru. But they won't listen.
So he'll make them listen. This dragon of conviction can salvage his family and bring them to the light. He fully believes that. He cares little for his status as the fourth most wanted villain, because he believes he isn't a villain at all.
BACKGROUND HISTORY
Ryuji Hoden. A man of conviction. Born into poverty. A mother's deathbed, and a father's abuse. All leading to the burning building from doing the complete opposite of what his own father did. Yet, this villain would stand in the burning remains of his home. His achievements. His lover. Everything, torched in flames. Why? He showed nothing but love, so why did he get scorned?
They didn't know what poverty was like. They had the high life. They were a family, how could they turn on something objectively better? Better than having to do everything to stay afloat in the world? To be abused by people like him? So Ryuji, after months of recovering through it, decided to keep making an offshore account, for when he died to give it to Ryuga. She may not want it. But she'll do any job.
Even if it means hurting her or Aisuru. It's for them. So he continues to do bad things, and just happened to make a name for himself.

Dragonheart
TYPE: Transformation

SUMMARY:
A Quirk that has been kept underwraps as a mutation Quirk to keep his human form safe until recently. This Transformation Quirk grows the scales as a skin, like a snake, to fully encapsulate him. The scales act act as extra shock absorption, dulling physical blows. Two wings forcibly grow themselves from Ryuji's back to act as two fully grown dragon wings that can be used for flight, or to create small gusts of wind. Finally, his lungs act very similarly to Dragonlung from Ryuga Hoden. Only, when he transforms, his two human lungs act as Dragonlungs, doubling the output of his Ryuga's dragon breath, with the ability to sustain the damage without too much problem. He has about six shots of Dragonlung added ontop of that, as his powered up lungs can make them stronger, but taxes more on the lung itself because of the overusage.
The biggest issue with Dragonheart is that the transformation process is incredibly painful to utilize. Ripping two wings from your back is excessively taxing on the body, as well as forcing your lungs to change its physiology. Forcibly growing scales isn't exactly easy either. It requires an impressive amount of fortitude to force growth. Adding to this, his mind becomes a lot more primal, twisting his mind as he gains the basic id of a dragon, forsaking intelligence for primal power.
Perhaps one can get past the excessive pain and the lack of knowledge, but a few more drawbacks force Ryuji to be very smart with how he fights. For starters, his wings during flight are especially vulnerable to being clipped entirely. If someone managed to throw a bolas, it is nigh impossible to remove it without assistance. And shiny jewels. As a primal instinct, he loves to hoard jewels and money, so finding something shiny or as jewelry in this form gains his attention, almost like a taunt in a way, for better or for worse. This can easily be used against him.
Perhaps one of Nidhogg's biggest weaknesses is his daughter. From an emotional level, he cannot kill Ryuga, and even if he could kill his ex-husband for sleeping around without an official divorce, Ryuga is his princess. Because of this, while he can hurt Ryuga, he will always hold back in battle against her. Perhaps it is his biggest achillee's heel. But he loves his family, and wants to do good by them. By any means necessary.
Finally. He sheds his skin, much like a snake. After usage, he must shed them to return to normal. Unless he grabs the scales, they are left at the scene of the crime. He has been sloppy with his scales before.

You think that a man of Ryuji's infamy was made in a night? Hell no. He learned from square one, back when he was a child to defend himself from his own father. Because of this, he fought tirelessly and managed to become lethal. His body is a temple, and he can stir the pot. Hard.

SUMMARY:
It's not perfect flight. He still gets tired, and his maneuverability and wing vulnerability could use some work. But he can perform simple barrel rolls in the air. That's something for dodging, even if it's taxing on the body. Extended use does tire him out.
