"Is this really happening? He really agreed to meet with me?"
On Kogami's own quest in order to see power and status within the school that he found himself in, one of the ways that he sought to do that was through student council. It was better not to fully disrupt the powers that were already in place, like with the class president position and things of that nature. However, he did feel as if that going for something outside of the immediate affect of his class, but affecting the student body as a whole potentially, was something that wouldn't seem too out of place for an individual that just arrived at the school.
At this point, he was only using the right of anyone being able to run, regardless of who it is. The only thing about it was the support that he could have potentially receive. It was good to get the other students to go out on a limb and sign his petition in order tp show support, but what really makes a lot of noise here was the hero classes. If he could have some of the representatives of the hero classes back him as well, it was a better chance for things to go his way.
As a matter of fact, Isamu Suzuki was willing to meet with him at this point in time. This was it, this was one of the moments that if pulled off correctly, he would be even closer to his personal goals.
"I've heard stories about this man...."
Kogami never met this person, he hasn't even seen a picture of them. From all he knew, Suzuki came from a family of animal quirk users that imitated the strongest animals in the animal kingdom. It could have been anyone that fit the bill, basically any animal whose natural abilities that were superior than that of a human beings. If he ended up being something that was twice Kogami's size, the ambitious young man had to make sure that he didn't shake.
"The most dangerous animal of them all? Why was I told that? "
If one would try to peer deep behind the stoic look of Kogami's face, the hint of uncertainty would been secretly hidden. He sat in the empty class room silently and was as ready as he would even be. He came this far, stopping now would just be an embarrassment.

Isamu’s phone beeped at him and he frowned, pulling it from his pocket to check his calendar.
Oh yes, that meeting.
Isamu hadn’t met the other student before, this Shibuya Kogami. He knew the other student was in his sister hero class, and a rough idea of the other student’s quirk, bvu beyond that… some internet searching turned up some barely credible rumors and not much else. He didn’t know what the other student wanted, and that was… inconvenient, at least for himself.
He also wasn’t sure why the student had contacted him rather than one of the reps in his own class, but Isamu had felt obligated to hear him out. They were all striving to be heroes together, and it wouldn’t do to turn his back on a fellow student, even if it was a little out of decorum.
Isamu put his phone away and packed up his things, making his way to the designated meeting spot, scooting across the campus and down hallways on all fours, tiny backpack perched on his back.
While it was true that he came from a family of powerful animal quirk users, Isamu had been delt… a different hand when he was born.
Depending on where Kogami sat in the classroom, the only indication of Isamu’s arrival would have been the classroom door sliding open and then shut, seemingly all by itself. Invisibility quirk? Someone going into the wrong classroom or looking for an empty one?
The next unusual thing would have been to see an ordinary black cat jump effortlessly up onto one of the student desks, dressed in a very small (but well-fitted) U.A. uniform, complete with backpack. He appeared to be all black in color, with neatly groomed fur and gold eyes. But just as all of that might have been registering, the black stood up on his hind legs, fixing an odd, unblinking gaze on the other student. “You wanted to speak with me?”

Kogami was sitting down patiently for his meeting with Isamu, but the silence was rather unnerving. He knew that Isamu wasn't late yet, but the grace period that was offered was more than generous to accommodate for any second-guessing changes. He wanted the other student to give this meeting a chance, which is why Kogami wasn't so restrictive in the first place. As a matter of fact, his nervousness made on high alert, seeing the door opening and closing with no one appearing caused him to look around.
"Who's there?! This must be the work of an enemy sta-"
Neko......
"Huh?"
Sitting in front of him seems to be the person that he wanted to see, right? This was Isamu Suzuki, right? Either way, Kogami tried not to be rude to his fellow student and still sat up straight in his chair. He gave the guy the proper respect that he would anyone else, it didn't matter how Isamu looked.
"Thanks for showing up, you gave me quite a startle there when I didn't see you come through the door. Sorry about that, maybe the silence in this room was making me on edge. But don't worry about it."
At the very least, his hazard level didn't arise by accident. That's always a good sign if he's in a school setting
"I guess I'll get to the point. I want to run for student council president and I'm seeking your endorsement. I'm sure that the endorsement of one of the class presidents has weight, especially if it's from one of the hero classes. I know that I'm not in the A section, but I was still looking for your support if possible?"

Isamu had a tendency to be quiet and stealthy, even when he didn’t particularly mean to be. It wasn’t his fault if he didn’t wear shoes and had a very, very low body weight. It was just in his nature. Still, startling someone with the opening of a door was a pretty new one on him.
His only reaction to the other student’s started reaction was a faint whisker twitch as he offered his apology, before he spoke. “There’s nothing to apologize for. I have a tendency to be rather quiet. On the other hand, it’s not good to be so jumpy. Now, what was it you wanted to discuss?”
And then the other student made his request, and Isamu couldn’t help but sigh a little, reaching up to pinch the bridge of his muzzle. Running for class president was one thing. Getting involved in school-wide politics was quite another, and he still felt an innate desire stay unnoticed and out of the way as much as possible. That was probably partly attributable to his instincts to be stealthy as well as his prior social experience. But besides all of that…
“And why, exactly, should I give you my endorsement? And why should any of the students vote for you? Do you have a platform or any goals you wish to implement if you get elected student council president?”
As much as he didn’t want to get involved with politics, if he was going to be asked to do this, well… he’d try to do it right, at least, and those were as good a starting point as any in seriously considering Kogami’s merits. Still, he couldn’t hide a little flicking of his tail as he started considering the request.

"If you would want to base anything off of this decision of supporting me, it should be based on the fact that I'm a blank slate. With my new status at this school and entering the hero class, at this time, the power of first impressions is completely in my court. It's where they are the strongest, the new student where everyone is trying to go through the motions of figuring out who I am and my motivation. Since the window of that mysticism is small, I'll be using that to make a big sweep for support. I'm sure that no one used clout in such a way as of yet, not right out of the gate. There are other things as well, things I would like for the school. "
He gave a while to study the expressions of his fellow students. He couldn't get anything out of this man's poker face. However, it was almost a good thing that he was a cat. Kogami didn't know much about cats' behavior, but perhaps there could be some correlation to how the ears and tail were positioned when he said something. Right now, he was thinking of getting a good reaction out of Isamu.
"If I am student council president, I'll be sure to implement the idea that this is the most crucial time of our lives as prospected heroes. Now only would I advocate for more events to be held at the school for the essence of quality of life and more involvement of the general studies and support classes, but the possibility of more internship opportunities with higher-ranked heroes. The student body shouldn't be represented by the small percentage of the hero class. Sure, it's the most popular, but by the quality of life, I'm also including the involvement for the students who haven't made their way into the prestige classes. I'm also looking to improve everyday school life for them as well. "

Isamu listened to the other student speak, ears twitching faintly as he focused on the words. He let Kogami get through his spiel, doing him at least that amount of courtesy as he considered his response to the proposal.
He did have a habit of exhibiting feline mannerisms—it was almost impossible not to, considering—but unlike your run-of-the-mill housecat, Isamu had better control over his feelings and behaviors, so he was a bit harder to read.
“That is a very creative way to say that you’re a complete unknown with no name recognition,” he said finally, after it was clear Kogami had finished speaking for the moment. “You may be a ‘blank slate,’ with the power of first impressions, but that cuts both ways.” His delivery wasn’t overtly cruel or hurtful, more dry and gruff.
“Second, U.A. already has a strong relationship with the broader hero community. Advocating for more internships with higher-ranked heroes sounds nice, but I’m not sure it is strictly necessary. Finally, as you just noted, the hero classes only make up a small percentage of the student body. Why are you a better choice for student president than someone from general studies, or even the support or business tracks? Do you know anything of what issues the general studies students have that they want addressed? You just said that the student body shouldn’t be represented by the small percentage of the hero class. It seems like the president should also exemplify that as well.”

"My exceptions were in regards to the team I was trying to put together in regards to the student council. It didn't necessarily mean I had to negate my election chances due to my beliefs, the representation I desired would easily be accessible if we were working in the same group. It might sound like a double standard for the low percentage, high priority, section of the student body to represent the interests of the student body, but the clout that comes with such a position is what allows the attention to be centered on our concerns once it's made. Even if you were to put someone from the general studies division at the forefront of the student body, it'll be like any other plenary high school that can't really take into account the particular needs that the hero division and even the support division may face. To be a generalist is the same as being a master of none, keeping the status quo too broad. That helps no one. I desire to reawaken those dreams of those students wanting to be outstanding heroes regardless of the class they are in. This school gives birth to great heroes, I have to be sure that the other classes aren't exempt from such opportunities. "
If they were willing, Kogami was willing to turn this into a pit of desire itself. If the hero students got too comfortable and lazy, those below them should be able to bear their fangs and sweep that spot right from them. However, Kogami wanted to keep that to himself, it was too much of a gamble to say what he really wanted to change from this position. He couldn't risk doing anything to put Isamu off.

Isamu kept that same, unflinching stare on the other student—he knew full well what affect it sometimes had on other people, and sometimes tried to be more accommodating by blinking every so often, but that was only when he felt the need and desire to do so. He wanted to keep the pressure on, in this instance, so didn’t. But sometime over the student council hopeful’s spiel Isamu’s eyes had narrowed slightly, though he waited for the other student to be done before saying anything.
“So the other students should trust you to look out for their interests, but you’re unwilling to trust other students to look out for ours? You also called the hero students ‘low percentage’ and ‘high priority’, so it sounds like you think the hero course is the most important course in the school, and I have a problem with that. Several, in fact. We are no more important than the other students. It’s true that U.A. has a reputation for producing excellent heroes, but it also has an excellent reputation for producing fine students of all kinds, hero or not. And being aspiring heroes, with more powerful or developed quirks than most other people doesn’t make us superior. We are here to serve the public, to lay our lives on the line so that those less fortunate to be accosted by the ill whims of fate can be protected and safe.”
Isamu crossed his arms over his chest. “If that is your position, then I’m not sure I can, in good faith, provide you with my endorsement.”

"I'm not trying to sell you any sort of empty promises, every move that I'm making, even this conversation, is a calculated approach to the betterment of the student body and my own experience. Yes, my own as well, I'm going to be transparent and say that I'm not ok with anyone other than myself winning. I'm in this race with the intent of winning this race and making the changes that I believe would do great for the school in the days to come. You might take those recent claims as an act of selfishness, but I disagree. This is a hero school, if I wanted to be a regular person or average, if my conditions would have allowed it, I wouldn't be here. Better control over your quirks is better geared to the private schools down the lane, as well as contributing to the increase of vigilantism with unlicensed heroic actions. People at U.A. with no intent of being heroes or using that power in a responsible way, it's an accident waiting to happen when we cherry-pick our curriculum to a one-size fits all. "
This cat was a tough cookie to break and it seemed like Kogami wouldn't be able to get through to him anytime soon. At the end of the day, he wanted him to know that he was running and that he existed. Not as some small background side character that transferred and no one noticed, he wanted them to know that he existed and had his own goals and dreams from within this school.
"I want to promote such dreams that being a hero is an appropriate end goal for U.A. Please reconsider, it's not about being superior. If the responsibility lies in the usage of our abilities for the safety of the public, why should the student council overshadow the main goal of producing such public benefits? Take a look at yourself for example, do people underestimate what you can accomplish because of your size and how you look? It doesn't matter what quirk you have, being number one isn't impossible. That's my stance at this current time. "
