Have you ever thought about the effects of grief?
Though his relationship with his sister was never something he really held too dear to himself, it was still the loss of a family member. Not to mention, she was to some extent an idol for him. The powerful storm hero, Nado!
Needless to say, the way losing his elder sister when he was young affects him somewhat deeply to this day. He's grown more aware of his surroundings, he blames himself for things beyond his control, he hates villains due to their role in the death of his sister, and he blames society for the pain he felt that day.
He isn't quick to accept any kind of close relationships, even those in a friendly nature. He thinks they are a hindrance more than most things and prefers to keep people at least an arm's length away. His obsession with cleanliness doesn't help this as it extends to those around him. Those with a foul scent (with some exceptions), dirty clothing, or things of the like are not even going to have the opportunity to speak to him until they make themselves more presentable.

Oa Sanso found himself in the Americas, studying abroad from his homeland across the sea: Japan. While there, he found himself smitten and fell in love with a young woman by the name of Alice. He forsook his family, moved to America. He got married.
He and his wife continued their daily lives as heroes in America, eventually their marriage resulted in their first child; a daughter they named Arissa. Arissa quickly found control of her quirk and eventually she had her eyes set on becoming a hero too. By the time she was 13 she had convinced her family, both her father and now pregnant again mother, to move back to Japan in order to achieve their dreams of graduating from the prestigious U.A. Academy.
A few months later, Oliver was born - just three months before they moved back to Japan. He never got to know where he was born but he found himself growing in Japan. His family actively spoke both English and Japanese in their home and he quickly became accustomed to both, easily able to use both languages as if second nature.
At age 4, his sister was newly 17 and starting her second year in U.A. He was beginning to look up to her. She was so cool! The great storm heroine, Nado! She moved to her third year, she got her provisional license but everything went wrong on February 14th the year that Oliver turned 5. Her third year in U.A.
It started like any other day until his mother heard the phone ring. There was a moment of silence as they waited, his sister had gone out the night before to spend some time with friends. They hadn't heard from her since. They hoped she was okay.
He'd never forget the way his mother's face dropped as she heard the news. A scream shattering the silence of their quiet home. Arissa was gone. Killed protecting a group of civilians during an attack from a villain.
Arissa's death hung over them for the next few years, even as Oliver got older he still blamed himself for it. February 14th. St. Valentine's day. His birthday. He blamed himself, she had gone out shopping for his birthday after all. He never let himself move on. He hated her for failing and he hated himself even more for not knowing how to let go.
Getting towards the last year of middle school, he told his parents he was going to go to U.A. His mother forbid it, his father supported it. The fighting ensuing from the announcement was the final straw for it all. He'd never forget the sight of his mother's SUV pulling out of the driveway for the last time.
He spent his first year at U.A. training himself, pushing himself and excelling in classes. He did every assignment. Every bit of homework he could. Extra credit. Additional classes. Tutoring. Working with teachers. Hiring a professional trainer. He wanted to be the best and graduating his first year, his grades showed it with him being one of the top ranking in his class.
He gave himself the hero name of "Ares". Ares was the Greek god of war, and that was what Oliver longed to become. The god that was bring revenge to the darkness that took his sister away and to show the world the strength he had. He was waging war on the concepts of villains themselves.

THE ARMORY
Oxybracelet: A simple bracelet on his wrist that he uses to increase the range and detail of the oxygen he can pull from. He can pull from up to 75 meters away from where he's standing instead of the usual 25. This is just to give him a bit more control than he had prior. It does this via a highly-specialized vacuum function.
Hero Suit: Oliver's hero suit appears basically identical to how he typically dresses, but the difference is he wears a simple white mask with blacked out eyes and mouth.
Ibuprofen: Oliver's quirk, after consistent use, can cause him some series headaches! Oliver carries around two of these, typical over the counter pills in his pockets at all time. Using one of these will drop him down one stage of his mental downside after two posts regardless of whether or not he has constructs out. Neat detail: also can function as a weak blood thinner in some situations. (Yes this is literally just ibuprofen's real medical uses)

Oxyalmighty

SUMMARY:
Oxyalmighty, being named in a heroic fashion to sound cooler, is a rather simple quirk.
Oliver is capable of drawing oxygen molecules in the air around him (unassisted by gadgets of any sort) from within 25m (or approximately a little over 1/4 of an American Football field). During the time he draws in that Oxygen, it creates a simple wind that is not strong enough a current to move really much of anything that is large enough to be seen. It could move small microbes, bacteria, etc. though.
When he pulls oxygen this way, his quirk darkens it slightly making it no longer "transparent" but a "translucent" gray or black. That's not the important part of the power however, just a simple understanding of how it affects what it pulls in.
Via the manipulation of its density (note: this is not enough of an adjustment to do anything crazy, just what is needed) and the space between the molecules, Oliver can create simple constructs within a specific range around himself. He can also control these constructs within the bounds of what those real objects they're based on are capable of doing. (i.e. he can swing a sword but he can't make it stretch out mid-swing but if he made wings they would be able to flap).
WEAKNESSES/LIMITATIONS:
The first and most important thing is if he creates a construct in a post, he cannot attack in the same post. This is due to the rough understanding of the amount of time a post consists of. Oliver's constructions can take a while to make (a full post typically). He is capable of making multiple constructs at once (no more than 2) and the consideration of "one construct" is a full item.
Incredibly complex items take more time and focus. While he's still able to move around and/or defend during these longer creations. These take two posts to create instead of the usual one and encounter other negatives later on.
Next, Oliver's constructs are limited in the amount of them he can have out at once. The maximum being six simple constructs at a time. More than that results in him losing focus after a single post and all current constructs dissipate immediately. A complicated construct (i.e. wings) counts at two constructs. A heavily complicated construct counts as 6.
Now, for Oliver to create a realistic construct he has to have a general idea of its shape, density, height, etc. Basically, while he's capable of making some constructs of things he isn't super familiar with they will vary in pretty much every way and be easier to dissipate. The more familiar he is with whatever he's making the better he is at making it.
His constructs are one-to-one replicas of those things they create. Those items can be up to roughly the size of your average car. He can attach these constructs directly to himself. Those items that are attached to himself work like extended limbs and, while only capable of doing what they naturally could do, these could not allow him to do anything more than lift or pull himself. A common use of this portion of Oxyalmighty, for an example of the rough usage, is that he is capable of creating wings for him to fly with but these are considered a "complicated" construct.
The constructs created last for only two posts and he doesn't get any inherent knowledge in the items he creates so Oliver is still required to understand the items he makes in order to make any actual use of them.
The other downsides to the quirk being that though he can pull these from upwards of 25 meters away, he can only create constructs within 15 meters. So whatever he makes will spawn on top of himself. While he is capable of controlling them, if they go further than 10m away they will dissipate immediately.
He obviously runs into other restrictions as well, such as incapability to do this in a vacuum, needing to focus so constructs created under pressure drop a bit in quality, and of course any hard strikes that would cause him to typically lose focus would cause any active constructs to dissipate immediately. Due to the nature of his quirk, the constructs he creates are not nearly as flammable as most oxygen but that isn't to say they aren't flammable. If his construct comes into contact with fire it will burn and/or if it's large enough it will explode and Oliver is not immune to this. It will hurt. A lot. Enough force to kill someone? No. Enough force to sting for a few rounds? Most definitely.
Physically, there isn't a real strain that happens to his body naturally. Consistent use of animal part-type constructs drain his body's natural stamina. They function as if connected to him naturally. He has to mentally process flying, extending claws, etc just like the animal being mimicked would have to. Obvious overuse of muscles and other things will cause him to drain stamina just like using his regular body would do.
Mentally, after every fourth construct Oliver creates in a thread he moves a bit further up the line of mental stress. First, he begins to develop a headache; it's very minor. Then, it worsens to a regular headache. Then, a low-grade migraine. Finally, it would be a migraine so awful it would render Oliver unconscious. If he goes two posts with no constructs out or created, he drops a rank of this downside.
Finally, the last and probably most important limitation of his quirk is a cooldown. Once any specific construct is lost; he cannot recreate it or any similar items for a solid 3 posts. So, no creating wings and flying around the entire fight. Once they're gone, he has to make it another 3 posts before they return.

SPECIALIZED ANIMAL BIOLOGY
RANK/LEVEL: D+
SUMMARY:
Something he needs to understand at a deeper level than even his quirk. This specifically relates to his understanding of the finer details of animal biology and how they function. So, he won't understand every aspect of how a bird's body works but he would understand some details such as how their wings function.
Basically, he understands the basics of how animals specialized traits work and how to implement them into his quirk.
SCYTHE WIELDING COMBAT
RANK/LEVEL: D-
SUMMARY:
Oliver's trained with a master that developed a mostly movement based combat martial art based on the usage of a Scythe, a typically impractical weapon. This style specializes in the movement of both user and opponent and pulls a lot of techniques from those presented by Paulus Hector Mair back in the 1500's. However, these have been refined by his master, Oliver is still learning and can't make great use of this style yet.
