THE TIER SYSTEM
TIER GUIDELINES
1. At All For One, we have a letter based tier system, S, A, B, C, D, E, F system. F is lowest, S is highest. There are subcategories of +, -, and then the straight letter. Example: C+, C, C-. Even within a letter, not everyone is on the same level of ability.
2. Tier is the general ability of the character. This isn’t just quirk and their control of said quirk, but also applies to their strengths and weaknesses. Example: B+ tiered character with speed as a weakness is still going to run circles around a C- that has speed as a strength.
3. The power difference within each tier isn’t much. While someone that is C has an advantage over someone that is C-, generally, the odds are still about 55-45. Not counting quirks, strengths/weaknesses, strategy, fighting style, situation, and environment.
4. That said, there is a noticeable difference between tiers. Example: There is a noticable difference between B- and C+.
TIER DESCRIPTIONS
F is basic understanding of your quirk or skill. It’s not practiced much, and you can do little with it. It also tends to not be very powerful. Civilians generally don’t practice their quirk enough to be any good. This includes your general studies students, lowest of the low criminals, etc. These are the average Joes of society.
E tiers actually are somewhat tough. They use their quirks or skills just enough to be a threat to the average Joe. But not enough for the Average U.A. student. Most students from other hero schools would also fall under here, as well as common criminals. People born with exceptional quirks or skills can usually fall into this rank even without prior training.
D is average. This rank usually holds First-Rate U.A. Hero students. Students like Iida, Ochako, Tsu, and Tokoyami often fit here. They have a good understanding of their quirk or skills, and knows how to use it well enough to combat the average threat. Most people are going to fall under here for their students. They also generally have good ideas on how to improve.
C is generally considered above average. This is where new heros go. Same with villains of any relevant power. The exceptionally rare student, but that is generally third year students getting ready to graduate, and this is the cap for a student. To progress, they need to graduate and either start being a hero for real, or be a sidekick to a true Pro.
B is the average Pro Hero. A person with this rank can be considered to be a sizable threat. These are were the veterans of the business reside. People in these rank have been around for awhile and generally know what is what. Anyone who is seasoned on either side of the aisle will most likely fall into this category. Most teachers are generally former pro heros
A is the Elite Pro Hero. People in this rank have established themselves as notable figures in society. The Eraserhead, Midnight, Snipe, Endeavor, Edgeshot, etc. The Elite Pro Villain would also be here, Shigaraki, Overhaul, Dabi, Toko, Compress. Anyone here is to not be trifled with as their power and prowess has been proven on multiple occasions.
S is the absolute best of the best, the All Mights and the All for Ones, (minus the OP quirks). They inspire good in others, or inspire fear. This tier is not given lightly. Generally, there are not many of this level of power and is handed out sparingly. There are few people who will ever attain this rank and for those that do generally have to deal with the huge responsibility that comes with it. RESTRICTED. This rank cannot be applied for, it is earned.
