The two largest defining traits that led Bai to where she is in life are her tenacious persistence and problem solving abilities. In a world where quirks are so commonplace she doesn’t have anything besides her physical abilities and mind to fall back on. Due to her father’s income she was given a top class private education, going to a prestigious all girls school. From a young age her natural curiosity shone through, asking questions about anything and everything as soon as she was able to speak. She did have a tendency of being rather tenacious in her inquiries though as she would often find it hard to let something go until she had found the answers.
Due to her father’s potion Bai didn’t often see him, though she enjoyed the times she did get to spend with him. Often this was quietly sitting with him while watching old police dramas from all over the world. Bai only spoke Chinese and some english she did sometimes have a hard time understanding what was going on in some of the shows and movies. However this acted as a catalyst, motivating her to learn these other languages.
In her second year of middle school Bai and her family moved to Tokyo Japan, as her father’s company had assigned him to a new office there. Only speaking Chinese, English, and a small amount of Hindi Bai did struggle for the first couple of years learning Japanese. The similarity in many of the Kanji characters did make some of the written language easier to understand though some differences did confuse her at first. However it didn’t take long before she had enough grasp of the language to be able to get by.
Being in a rather well off family Bai had certain expectations set of her, being told often that she would need to amount to something when she grew older. While her parents would have prefered she had a passion like something in music or even follow her father into a business field. Bai on the other hand had one interest, one that many children had at her age, especially since the advent of quirks. She wanted to be a hero. While her mother was quirkless her father did have quite the excellent quirk despite him not having a licence to use it.
As the years went on however Bai never developed a quirk. As the other kids her age all began to manifest these superhuman abilities the same couldn’t be said for Bai. Eventually taken to a doctor it was revealed that just like her mother she herself was quirkless. Getting this news at such a young age was devastating for her. Bai, not even in junior high at the time, had her dreams crushed. While her mother tried her best to cheer her up her only solace was in the quiet times when she would sit with her father and watch his old police dramas.
Through middle school Bai entered a rebellious phase. An an anger at the world, especially anyone who had a quirk, still dwelled inside of her. It was during this time, and going into high school, that she fell in with a group of rather unsavory people. It started innocently enough, simply sneaking out at night to hang out with these friends of hers. Though it rather quickly became far more serious as drugs, alcohol, and other varieties of illegal activities began.
It all came to a crashing halt in her second year of high school as Bai and a couple of the people she considered friends were caught and arrested stealing from a convenience store. Spending a few hours at the police station before being picked up by her father she experienced something she never expected. If he had yelled at her, scolded her for her actions, been angry with her, then she would have understood it. It was the response she had expected from him. Instead he didn’t say a word to her the entire drive back to their house. It wasn’t until that night when she slipped out of her room, despite being grounded, that she saw his true reaction.
As she had tried sneaking down to the kitchen for a midnight snack Bai found her father sitting alone in the living room with the lights off. Not hearing anything from him she quietly approached pausing only when she saw the glimmer of tears rolling down his face.
Going back to her own room Bai spent the rest of the night thinking. Thinking about the things she had done, how far she had gone from the childhood dream she had once had. Thinking about how disappointed she really was in herself, the same disappointment her father must be feeling. And most importantly thinking about her future.
Through a stroke of luck Bai’s father was able to use some of his contacts in order to get Bai’s record expunged so that it wouldn’t hinder her future. However he made it more than clear to her that this would only happen once. Taking this gift for what it was she began to straighten up her act. Focusing on academics and most importantly what she planned to do after graduation. As someone without a quirk there were certain fields simply not open to her.
But there was a way she could still help people. Even if their job wasn’t exactly the same as it once had been. With the rise of heroes and villains the police weren’t exactly the same keepers of peace they had once been, but they were still an important part of society. Besides, heroes just locked up the badguys. It was up to the police to do all the leg work when it comes to investigations and evidence gathering.
Entering the police academy after high school Bai found herself lagging behind slightly in some of the more athletic departments. Despite this however she was found to be a rather tenacious fighter and relentless even when it was clear she was at a serious disadvantage. As well she ended up being the top marksman in her class at the academy.
After graduating Bai began as a low level police officer, working a street patrol, and performing the most basic duties of a uniformed officer. It was mostly uneventful, though being in Tokyo there was no shortage of excitement when it came to heroes and villains. While it was no doubt a good position, it wasn’t enough for Bai. She very quickly earned a reputation for sticking her nose into investigations, often times finding things that even the detectives working the case missed or simply managed to overlook.
While this did upset many people Bai’s abilities weren’t overlooked and she was quickly promoted to the rank of sergeant, working under one of the the department’s most experienced detectives. While this new position did bring her more of what she craved it also came with several downsides she would have never expected.
While the paperwork and logistical downsides were ones she had expected the one Bai wasn’t able to foresee was the stress the new position came with. She very quickly began to understand why so many of the department’s investigators were also alcoholics. Try as she might to avoid this she did fall into this same habit, though not nearly to the same degree as many of her coworkers.
Having been a police officer for several years and having established herself as a senior investigator, finally earning the rank of Inspector Bai was put on a new task force. An unknown entity or person was providing criminals in the Tokyo and Mustafu area with military grade weapons. While many of these petty criminals were being stopped by heroes without much issue there had been several murders tied to these weapons already not to mention the other crimes.
Working alongside several other investigators Bai worked long hours in trying to discover who this unknown person or organization was and how they were smuggling these weapons into Japan. It was months before they finally caught a break. Putting together the stories from several captured criminals there was finally a lead. A two week long stakeout of one of the locations they believed these weapons were being sold at revealed that the reason they couldn’t figure out how the weapons were being smuggled into Japan is because they weren’t.
A villain, who hadn’t exactly made themselves public and had no known alias, was using their quirk to develop these weapons to sell. The first attempt to capture this villain however failed miserably. It seemed as though it was already known that the police would be coming. After this the investigation grew stagnant for a short period of time. It was surmised that there was some kind of leak within the task force that was letting this villain know when they would try to come after him.
Eventually however a smaller team was picked from within the task force. Bai, two other detectives and a small Special Assault Team were put on a raid on one of the compounds being used by the villain. Other smaller teams were put together in this fashion as a measure to weed out the leak. As part of the operation Bai was stationed alone in a vehicle, watching the building they would be raiding. The other two detectives set up in other positions to keep a watch on all angles of the building and the SAT unit nearby ready to strike when given the go ahead.
It had been quiet for hours, without any sign that the villain was there or would show up any time soon. The long hours were starting to get to Bai as she downed what must have been her eighth cup of coffee for the night. With her focus on the building she was watching she never noticed the black clad figure walking up from behind her vehicle. Not until they side stepped in front of it anyway. By then it was too late. Finding herself staring down the barrel of a belt fed machine gun she reached for her sidearm, but simply wasn’t fast enough.
Her final thought before losing consciousness was “I don’t want to die like this”
In total the bullets recovered after the shooting numbered two hundred and seventeen. The shooter was obviously not the most experienced as only seventy two of them managed to hit Bai. Thirty nine of them were stopped by the ballistic vest she was wearing though the remaining thirty three found their way into her body. By some cosmic stroke of luck none managed to be enough to kill her on their own. The SAT team and other two detectives arrived after the shooter had left and rushed Bai to the hospital.

Half of her left lung was missing, a large chunk of her liver was gone, her pancreas was damaged, she only had one kidney remaining, and with massive scar tissue along many of her internal organs she would most likely suffer from a plethora of health issues for the rest of her life.
Bai spent the next three months in rehabilitation. Her body no longer in the same physical shape it had been before, and the damage to her body making getting back to that point an uphill battle. SUMMARY: Marksmanship boils down to the most basic art of being able to shoot a firearm with accuracy. On a more advanced level that would be more useful in real world applications it includes being able to shoot accurately under high levels of stress. The ability to be able to not only hit a target but also make sure that the target you are shooting at is an imminent threat and not an innocent bystander is key in police use of a firearm. Bai has spent countless hours at the police range, honing her skills with not only her standard duty weapon but also several of the other weapons that are available in more dangerous situations. She also spends time whenever she can at the training facilities for Tokyo's Special Assault Team as they provide proper indoor ranges and scenario set ups for real world analogues should she ever find herself in such a situation.

SUMMARY: Like all police officers in Tokyo Bai was trained in Taiho Jutsu (translated as "arresting art"). This form of martial arts derived from several older forms. Unlike most martial arts Taiho Jutsu focuses on self defense before attacks and subduing the opponent in a hold rather than attacking them outright. Before the incident that severely hampered her physical abilities Bai was known as one of the department's best practitioners and was often asked to partake in exhibition matches against other departments. Unfortunately due to her many months in rehabilitation as well as other new limiting factors due to her injuries Bai's capabilities in the form have dropped from where they once were.
