Chikara is a kindly girl, known mostly for her bright and bubbly personality. She's always been quick to make friends, always been one to smile when things looked grim. She found her way to become a hero based entirely based on her desire to gain attention and really never tried to make something meaningful long term. She views long term relationships as "unnecessary" and romantic relationships as simply even possibly "unhealthy" for others. She's a bit aloof and naive, always wanting to find the best in someone that really may not even be there. This of course clashes with her belief that no one is good enough for anyone forever. It's not uncommon to see her getting angry at someone she deems to be "in the wrong" and isn't the quickest to forgive someone - even if she thinks they're not all bad.

A lot of heroes have some "tragic" story, something that really sets them apart from other fighters but Chikara doesn't really have anything like that. Nothing about her screams that she is lonely or needs to be helped. In fact, one could say she's never had a hard day in her entire life. She did well in school, her parents made plenty of money - enough so they actually owned a house just outside of Tokyo's inner city - and beyond that she always had anything she wanted with little to no effort. Well, almost anything she wanted that is. Something was always missing.
Her mother and father were busy, off doing jobs that made the most money. Their dreams of being a "hero" were never to be accomplished. Their quirks meaningless, insignificant. Unlike other kids, they stopped caring to even play with them before even leaving middle school. They weren't anything "extraordinary" by their own beliefs. They never even seemed to notice she was around even when she tried her absolute best to draw their attention in. She was loud, rambunctious, destructive and generally a nuisance. But even through all of that she was just the "stupid child" and thus remained overlooked.
As the world moved forward and Chikara got older, she found herself interested in the world of heroics. Seeing the best of the best having moved forward, she began to train herself against the odds. Pushing herself over and over to become something better something more - to be a good hero not because she wanted to help people but because she wanted the world to see her. To be remembered and known by her parents as something other than just "that stupid child". For other people, this frustration of never being noticed by the only two people you wanted to see you would be something crushing. For her, it was her drive.
She found refuge in her upperclassmen when she found herself in High School, and while she developed herself greatly and became a big shot in her class - one of the "best" there as they'd like to say - she was never quite like the other kids. A graduate of the prestigious U.A. who was known mostly by her classmates for being the girl who liked to flirt. The one who had three boyfriends at once. The one who refused to settle down or respect "romantic exclusivity" of others because she saw it to be pointless.
Perhaps that's why when she became a hero, it wasn't long - just three years later - that rumours began to spiral that she would go on dates with fans in order to feel more popular. She was barely off the ground and her popularity was mostly built on males that looked on her like something to play with. But at least, in her eyes, they were looking at her.

THE ARMORY
Leg Limiters: Designed by some of the more intelligent classmates she had, throughout her time in high school Chikara struggled with limiting the output of her especially strong feet and thus the "leg limiters" were created. Via a twist dial on the side she can limit the output of her leg's force down to "5%" of their maximum output to help her avoid from causing additional damage to others and the terrain around her. This is the only thing about her "Hero Suit" that's mechanical enough to really even be worth mentioning.

MIGHTY LEGS

SUMMARY:
There really isn't "much" to the quirk Mighty Legs. Born with a mutation, Chikara's leg muscles are fundamentally different than the typical person's. The first and most important detail about them is that she develops leg muscle significantly faster than nearly any natural human and the amount of force output by this muscle is significantly higher than that of a human with the same body factors. To the point that work that for one person would usually take months in order to attain, her legs can gain in just a few days. The result is that she has effectively super strength in her legs making them more than capable of going straight through most metals after a few good whacks and more than capable of turning most stones into not much more than gravel.
Beyond that, her increased leg strength allows her an increase in speed. While this isn't going to make her faster than someone with a speed specialized quirk, she is significantly faster than your typical human runner. Capable of easily catching up with a slow moving car at this point and more than capable of launching herself on bounds that could take her a solid 50 meters in the air.
Finally, the last notable detail of Mighty Legs is that her leg muscles are fundamentally different than the rest of her body, made with a heavily elastic material that mimics the effects of shock absorbers. This allows her to take blows others would not and make more daring assaults with her legs than most people.
WEAKNESSES/LIMITATIONS:
The first and most important weakness of Mighty Legs is that this mutation makes this portion of her body significantly different from the rest of her. This means specialized doctors are the only ones that can really work on her legs in case of major injuries or they risk permanently damaging the muscle. As well, the fact that it's different genetically than the rest of the muscle in her body makes it much harder for natural repair to take place. An injury that for a regular person would take a few weeks for her could take a couple of months. An injury that would take some people three months could take her nearly nine. While its harder for her legs to get hurt, it takes much, much longer in order to heal it back.
The next weakness is of course an obvious one. The majority of combatants in any world depend on the use of their body typically from their hips and up. That's why "blows below the waist" are very uncommon in most forms of martial arts. This holds true for Chikara as due to the natural limitations of her body and the most fighting styles, unless they are blows that are naturally already low - defending her upper body from harm is nearly completely impossible without devoting a full body effort to it which in most cases would leave her completely unable to put out any form of counterattack. If she wants to protect her upper body from damage, her only real option is to dodge.
The third weakness is that due to the limited amount of time she has to adjust to the growth in physical force she gets from training; Chikara's control of her strength is very minimal. She has to be assisted by support items in order to not completely destroy sidewalks just by taking a simple jog or to avoid accidentally stepping through a floor. Without her special limiters, she isn't capable of holding back nearly at all. The most she can do is reduce it down to "90%" naturally, and that would still be enough to severely injure most people and after a few strikes most likely heavily harm herself from the momentum blow back.
The final weakness/drawback of this quirk is more just a natural limitation. Her shock absorbing qualities are just that, shock absorbing, not shock nullifying. She can take a few blows but eventually even they will take too much. She can't withstand gun shots, with proper preparation she could potentially withstand a car hitting her in the legs (but it's still going to hurt) and the highest she can jump down from without experiencing any form of damage in her legs would be from approximately a third story window.

Hashigane Style: Kickboxing

SUMMARY: A simple martial art she began developing during her time in High School, Hashigane Style: Kickboxing is a fusion of American Kickboxing and a few other martial arts and her own street knowledge. Depending on the use of momentum and pelting against the enemy from afar by using the significant range boost of fighting with your legs as opposed to your arms, this style is still young and in need of further development before it'll ever be ready to be taught to someone else.
