Just from looking at Haruhiko, there's nothing surprising about his Quirk coming from such a flamboyant animal.
Gifted with strangely foreign golden eyes that pierce those he looks at, it would be an understatement to say he stands out in crowds. Whilst he shares his father's natural blonde hair, even that has been altered by his quirk to have long, purple strands interlaced with it. Those who don't know about his quirk tend to assume he's just an attention-seeker and dismiss him, which is strange cos the rest of him is almost overly serious.
This belief in him being an attention-seeker is not helped by the large, red tattoo done upon his face. Given to him at an early age whilst his quirk was still strengthening and thus his skin vulnerable to needles, the tattoo was a gift to a classmate he went to U.A with. Having been scarred due to a mishap during the Provisional License exam, he and several of his other classmates each got the scar tattooed onto themselves as a sign of solidarity.
Unlike the flamboyant hero uniforms of other Pro Heroes, Haru prefers function over form, wearing a simple red and white jumpsuit, designed to be able to deal with high levels of friction and heat without bursting into flames. His arms are wrapped in leather bracers to reduce the kickback of his punches, and his suit is designed to help his body naturally cope with the G forces created by his quirk's high acceleration.
Finally, beyond everything else, and something that he doesn't tend to wear around U.A without deliberate reason but something he keeps in his bag nonetheless, is a simple white mask that has been treated to be bullet proof, protecting his face from both outside attacks and G forces. With his quirk only working through the skin, his eyes are one of his biggest defensive weaknesses, something he has to constantly compensate for in fights. It is commonly said that to teach is to learn something twice over. This is certainly the case in Haruhiko's case as even were it not for his Doctorate in Law, he would still be considered an expert in the field of Hero Ethics. However, just because he knows something doesn't mean he likes it. He sees Hero Ethics as a way of holding back the exceptional, repressing natural talent until it fits narrow confines.
Haru is someone who believes heroism is a cornerstone of society - Even before Quirks evolved, society was defined by people going out of their way to do exceptional things for others. Civil Rights movements, Warrior kings, people who saw a thing in the world and decided that it needed fixing for the betterment of all. It is for that reason that he originally chose to be a pro-hero, and he smiles fondly on those within UA who share his sentiment about heroes being for the people.
Yet, he is also far more cynical and tired than he was as a younger Hero. Having been brought to court and sued for excessive force multiple times, resulting in his decision to gain a Doctorate in law, he has a colder, more dispassionate view of the role of Heroes in modern society. Born in a district of Tokyo the son of a Pro-Hero and a struggling actor who's natural air of flamboyancy and love for the theatrics drew them to each other, Haruhiko could have been seen as somewhat of a poster-boy for the early Pro-Hero movement. His mom supported the family with her publicity, somewhat of a hero in her own right, whilst his father's struggles at making it in the theater industry led him to becoming a househusband.
Growing up in the shadow of his mother, it was only natural that he would want to become a hero in his own right. Whilst she was often too busy working to make time for her son, she had retired hero contacts that she used to great effect, giving him tutoring at an early age to make him ready for his future career.
At age 16, he made it into U.A., passing the entrance exam with relative ease. The naturally destructive nature of his quirk made him an ideal fighter and protector of his other students, a sword and a shield in a single body. He was placed in 1-B and quickly proved himself an active and eager learner, constantly achieving top grades and earning the favor of his teachers. He was no valedictorian, he spent too much of his time socializing for that, but he was no slouch either.
It was during his first Sports Festival that the problems started for him. Whilst his natural speed, agility and reflexes made him a prime candidate during the early rounds, it was during the one-on-one round that he found himself struggling. Not because he was weak, quite the opposite. When told to go all out against his opponent, he sent them flying out of the ring, breaking multiple of their ribs and puncturing their lung. With the help of medical staff his opponent recovered, but he was at risk of being kicked out due to the injuries he'd caused.
Afraid of doing the same thing twice, this began a cycle of boom and bust. Holding back in worry of hurting others, falling behind in his grades, trying to compensate and getting someone badly hurt. Whilst his teachers tried to train him, to help him restrain his power, it was unfortunately the kind of power that was a force of devastation and little more.
Eventually, however, he graduated with a sufficiently high mark, and was put in the general public. Deciding to try and make a go of it at least, he put himself out there and acted as a Pro Hero for a few years. In that time, he acted as a bodyguard to controversial politicians, aided in combating criminal networks and even acted in a few rescue missions for sunk ships. Anything that the Hero Agency was willing to throw his way, he snapped up and tried his best at.
It was during his second year of Pro-Hero work, as he worked to take down a Mobster acting out of a host club that his unfortunate habits caught up to him. Aware that he was investigating him, the man used his political ties to hire a lawyer and drag Haruhiko to court on the account of "excessive force", dredging up people he had put behind bars to testify to the level of damage he had caused. At first this was unsuccessful as it was ruled justifiable, but over the proceeding years the case was brought up time and time again.
After the second time the case was ruled in his favour, Haruhiko grew sick of the situation and went out of his way to fix it. Since simply holding back was not an option, he instead chose to study the law to look for loopholes, trying to find a way to stop this popping up constantly. Eventually, he was sure, he was going to find a judge who was anti-hero and would rule against him, and that would result in him being destroyed financially. So, whilst still maintaining part-time Pro Hero work, he went into further education in the field of law.
It took a few years to be done with his doctorate since he was still working part-time, and during that time he grew at once more infamous and more famous. Infamous for his constant presence in court over some minor infraction they were trying to peg on him, and yet famous for continuing to try despite everything.
Finally obtaining his Doctorate and becoming fully qualified, he went back to working full time now that he was confident he was fully safe from such things. However, by the time that he had gotten done with his degree, he had already become cynical about the system that allowed their agents to be exploited and abused publicly with no recompense, nor help paying his legal fees until he was able to represent himself. Eventually, he found himself being offered a place by the headmaster of the U.A academy, a way of giving back as he had always wanted to without having to worry about hurting others.

THE ARMORY
- Treated Mask: A sturdy mask designed to act as his only true form of armour. Treated to be resistant to bullets and knives but perhaps not strong enough to go against proper quirks, it can also act as a gas-mask and a visor to protect his eyes from overly bright lights.
- Earpiece: A communication device resting in his right ear that gives him the ability to talk to other teachers or call the police with a simple tap of the buttons. Designed to prevent risks to students and to expedite relief should something happen.
- Graviton Boots: The one true "hero gadget" he actively uses in combat, graviton boots were designed by an old schoolmate to allow him to temporarily connect onto vertical surfaces, running up the sides of buildings or catching himself midfall after plunging off something by accident. However, it can only last two posts at most before he slips off due to the sheer force of gravity put on them when running up something 90'.

MANTIS SHRIMP

SUMMARY: Mantis shrimp is a mutant quirk that stands as a summation of a series of altered biological states, resulting in Haruhiko being extremely similar to a humanoid stomatopod (Mantis Shrimp).
Almost every factor of his biology is altered in some form, from having 16 color cones in his eyes compared to the regular human 3, to having an impenetrable dermal armor as part of his top layer of skin. On the left side of his neck are situated a set of gills, although he can also breathe regularly due to fully functional lungs. These additional colour cones allow him additional perception, not seeing invisible targets but merely being immune to most forms of camouflage due to the preciseness with which he can perceive colors.
The most impressive feat of the quirk is simply his natural speed. Whilst he lacks the super strength of other heroes, he is instead far, far faster than most in both strike speed and general velocity. He is able to move at a max speed of 70 mph, but impressively he is able to move to that speed in 1 second. With force coming from both mass and acceleration, he is able to make up for his lack of overwhelming muscles by simply striking at a fast enough speed to impact great force on people, with the impact on his end being dampened by his armor.
As an aside, due to the inefficiency of the transfer of kinetic energy into opponents, his strikes also create large amounts of heat energy, resulting in dealing additional burns when using full strength. This has also resulted in setting several of his enemies aflame accidentally, although these flames are at most yellow due to being a byproduct rather than a deliberate intention.
WEAKNESSES/LIMITATIONS: Whilst this quirk is indeed powerful, it has just as many weaknesses stemming from its basis on the Mantis Shrimp. The first of which is his sensitivity to light - with eyes far stronger and more receptive than a typical human, large flashing lights or sudden strobing colors are greatly at risk of dazzling the hero into temporary blindness.
Due to the power of his attacks coming from speed rather than strength, he lacks talent in carrying people or other heavy lifting tasks beyond that of a normal person. He also struggles to stop mid-attack, or stopping mid-charge. This has resulted in him falling over the edge multiple times, and would likely have killed him were it not for the shock absorption of his dermal armor.
Whilst not truly cold-blooded like the Mantis Shrimp, he is nonetheless vulnerable to cold damage more than most, taking double damage from non-penetrative effects and finding himself needing to move constantly whilst in cold climates or else risk hypothermia. Even should ice attacks fail to penetrate his armor, the reduction in body heat they could cause is very much still dangerous.
Finally, as his armor comes not from true invulnerability but from dermal toughness, areas of his body not covered by skin (Eyes, ears, etc) are still vulnerable. Blunt damage, whilst also to some degree softened by his armor, can cause the most damage due to the shock shooting through his body, through the skin and into his softer parts. His armour's natural shock absorption is enough to prevent him from getting hurt by quirkless punches or kicks, or even from falling off a building, but high level quirks and powerful weapons can do him serious damage

Blunt damage, on the other hand, is only reduced by a certain amount. ACROBATICS
RANK/LEVEL: BSUMMARY: Even before his quirk began to develop, Haru was trained as an acrobatic fighter by both his father, a failed actor, and his tutor. Now that he is one of the fastest pro-heroes out there, this quirk has only proven to be more and more useful by the year.
Whilst he cannot move at his top-speed whilst using this, he is able to parkour across rooftops, fight agilely and nimbly, as well as fit through seemingly impossibly narrow gaps. Combined with his special "item", he is able to perform on the level of a circus-level acrobat.
(KICK) BOXING
RANK/LEVEL: ASUMMARY: Due to his strength coming from speed of his strikes rather than pure muscle, he has had to specialize in striking fighting styles, which just so happened to be boxing (as well as kickboxing). It maximizes his abilities into quick, efficient and precise jabs. In terms of fighting style, one could compare him to swarmers.
YEARS OF EXPERIENCE
RANK/LEVEL: CSUMMARY: Having been active at least part-time for the last decade, Haru has a massive amount of experience to call upon when it comes to not only combat but working out how to deal with problems. Considering the sheer variety of different jobs he was given to deal with, he has a rather eclectic skill list, things that other people wouldn't expect him to be able to do.
When fighting opponents he's far more likely than inexperienced heroes to be able to avoid incoming attacks or quickly get to grips with his enemies' quirks, as long as he can see them in action for at least two turns.
