Chiura is hard to miss -- mostly because her tail makes her a good twice as large as even most adult humans. From the waist up, she’s as average a girl as one can find in Quirk-era Japan (so long as you’re willing to look past the fangs and scales). She tends to dress conservatively, as if that could help her blend into the background.

All Chiura ever wanted as a child was to fade into the background. She grew up painfully shy, with little intention of ever stepping into any sort of spotlight on purpose. These days, she is working to subvert that reality of hers -- though she still struggles to put herself out there and represent her own abilities.
She dreams of becoming a hero because of something her mother told her in Middle School before she passed away. She thinks that everyone deserves to have someone to look up to and call a hero -- even people who don’t look like a hero normally looks. She’s exceptionally intelligent, but loath to resort to violence; she worries that using too much of her quirk makes her seem barbaric and unapproachable.

The first villains that Chiura ever knew were the bullies in school. Quirks may have been relatively new on the stage of human history, but people had known cruelty far longer than that -- and Chiura, with her strange physiology, proved an easy target for the cruelty of her peers and supervisors alike from a young age. Her parents, loving and doting as they were, struggled to find an school that would accept Chiura. Even though quirks were commonplace now, it was still quite a sight to behold -- a girl with fangs and a tail twice again as long as she was! There were whispers amongst concerned parents in Hokkaido that the girl was a carnivore who feasted upon neighborhood pets; when one neighbor’s cat went missing, an angry father pushed to have Chiura expelled from Middle School.
Through all of this, Chiura’s parents drove her to succeed -- to prove to the others that she was not someone to be feared, but someone to be respected and loved. Chiura quickly learned to equate achievement with affection -- not the best lesson for a young girl to learn, but one that she took to heart nevertheless. She dreamed of being adored one day -- of being accepted for who she was, despite (or even, she dared dream, because of) her abnormalities.
This dream prompted Chiura to seek refuge in the stories of heroes. So many of them were so very strange, she thought! And yet people cheered and clapped when they appeared. They weren’t ridiculed or shamed for who they are. One teary-eyed night spent at her sickly mother’s bedside helped Chiura solidify her dream; ‘People fear what they don’t understand,’ she told her daughter. ‘So show them who you are -- on the brightest stage there is.’
Chiura’s mother passed some weeks later, but the seeds of heroism had been planted in the girl’s head. She devoted herself to her studies, even after she and her father moved to Tokyo. She decided that merely becoming a hero wouldn’t be enough; she had to be one of the best, so that young girls like her would see that no amount of fear or misunderstanding could keep them from their dreams.
Chiura’s determination drove her forwards, and success followed. She graduated middle school at the top of her class, and managed to do just well enough on the rigorous entrance exams to gain admittance to U.A. High. It was there that she renewed her oaths, and swore to become one of the greatest heroes...
THE ARMORY

Second Skin -- Chiura’s hero suit, such as it is! It retains moisture to keep her body hydrated, and the armored chest and stomach helps to support and protect her scale-less underbelly. It also has a fashionable, flowy skirt to help facilitate maximum range of movement (and preserve her modesty)! It's very form-fitting, though, much to Chiura's chagrin...

SUMMARY:
Chiura can do most things a snake can! Instead of legs, she has a massive and muscular tail. Scales cover a great deal of her upper body, providing her with physical protection! The scales give her enough protection against sharp objects to not cut through skin if slashed, however with enough force it may pierce through.
She has an increased sense of smell and hearing, roughly equivalent to that of a dog's, and her fangs emit a paralytic toxin that makes muscles feel heavy and dull (this tends to last for 3 posts). She doesn't make a lot of venom, though -- she needs a good night's rest (once per thread) before she can paralyze another person!
In dire situations, Chiura can cede to her ability Serpentine Instincts, granting her an exceptional burst of squeezing strength in her tail and recives a boost to her reaction time to 110 milliseconds, allowing her to quickly maneuver around and encircle opponents!
She can easily squeeze and strangle the force out of a grown man with her tail in this state. Given that the weight and muscles that the girl has in her lower body, she can easily exert strength levels far above that of a normal person. Of course this is only her strength when she is coiling around something and he's actively flexing every muscle in her lower body which is quite exhausting for her, but in the situations where it is applicable, even individuals who are blessed with strength will find it tough to brute force their way out of her hold. Given that she squeezes with a force that is having a small car (3,000 pounds/ 1360 KGs) bearing down on every inch of your body, it would be quite difficult to get her to stop. Of course, given her occupation, squeezing the life out of people wouldn't exactly be a good look and this ability is mostly used to suffocate her victims.
This boost doesn't last long, though -- only four posts. After that, she returns to normal and needs to rest. If she keeps pushing herself for two more posts, though, she'll wear herself out and have difficulty moving or attacking at all!
WEAKNESSES/LIMITATIONS:
Snake powers aren’t all fun and games! Chiura gets supremely sluggish and sleepy in the cold, and her scales and body need frequent hydration! Cold or dry conditions significantly hamper her combat abilities. Ice or frost will stop her in her tracks, dealing double damage!
Additionally, prolonged exposure to extreme atmospheric cold (0 degrees farenheit, or -18 degrees celsius) will prompt Chiura to slow dramatically and eventually pass out. If she stays in such conditions for four posts, she will lose consciousness.
Chiura is sensitive to particularly pungent or noxious smells, as well as to loud or high frequency noises. Attacks that utilize those features have their effects or damage doubled.
She also has a voracious appetite, and tends to get grouchy or even weak if she doesn’t satisfy her body’s caloric needs.

SUMMARY:
Chiura abhors violence, and has long believed in the philosophy of ending fights before they start! For that reason, she has focused her studies on the myriad ways that heroes and their allies can avoid conflicts. Chiura excels in planning for eventualities that require stealth or subtlety, and she does her best to execute those plans with exacting care.
However, Chiura isn’t very good at formulating gambits on the fly. Unexpected variables and unanticipated catastrophes throw a wrench in her self-confidence, and she tends to revert to mere instinct in such situations.
