Celica is flamboyant, theatrical, and wild to a fault. Though she is certainly capable of sticking to the shadows when her ambitions call for subtlety, she far prefers looking at her machinations as performances and her villainous enterprises as art in and of themselves. To Celica, art is the voice of the people, and it is a medium that defies class or quirk. As a child, she dreamed of becoming an architect; today, that love for physical beauty manifests in her personality and her personal drives.
Celica is vain, and despises being cast in a light that isn't flattering. Though she is capable of keeping her cool in tense situations, she has a bad habit of flying off the handle when the legitimacy or righteousness of her cause is questioned. She is an exacting perfectionist with little patience for failure, and will not hesitate to enact punishments that she deems fit upon individuals whose incompetence she deems threatening to her aims.

Celica Himura was born Celica Weber, a ward of the state with no known ancestry. She was discovered upon the doorstep of a coastal Japanese convent with only a blank business card that bore her name scrawled upon it in red ink. Celica grew up in a series of foster homes -- each well-meaning, but ultimately unable to accomodate the girl's particular needs.
Celica, as it turned out, was a problem child -- but not in the way that many wards of the state often were. Whereas other children in Celica's program would lash out in rage or sadness and refuse to allow their foster parents to develop proper connections to them, Celica would simply sneer and snarl at those parents that she deemed inferior. Whereas many foster parents feared an indictment of anger or mistrust from the wards that they took in, they rarely expected the look of sheer pity that Celica bestowed upon them. To the lavender-haired youth, such individuals were misguided martyrs; trying to mete out justice in an unjust world, confident that their token acts of kindness towards the disenfranchised would somehow drown out the wickedness of a society that was built upon inequality.
From a young age, Celica displayed a pair of defining characteristics; a staggeringly impressive wit and intellect, and an unwavering radical streak. Though she often attended rather poor scholastic institutions, she excelled in every classroom she found herself in. School counselors told her that she could be anything she set her mind to; that with her quirk, she could even ascend the ranks and become a pro hero if she set her mind to it.
Celica, though, had no interest in the State's heroic endorsement. As far as she was concerned, serving as an agent of the state's violence was tantamount to a betrayal of her origins. How could she, who had fought for scraps in foster homes and risen through the ranks despite an upbringing devoid of privilege, accept the blessing of the government and its institutions purely for the sake of her quirk or her mind? It seemed asinine and unfair; another means of unjust stratification that rewarded those who would bend their discontentment towards the will of the oppressors.
Celica made no attempt to entreat with hero programs. She poured herself into developing her quirk and her mind alike in private, determined to be the best version of herself without the aid of the infrastructures that existed in Japan. And at the age of eighteen, she vanished from the eyes of the state -- supposedly never to be seen again.
Now, Walpurgisnacht has begun to set over Tokyo and its surrounding cities. Her plans are unclear as her motivations, and she has not yet contacted any contemporaries or potential allies. One thing is for certain, though: she has substantial plans for the future of Japan's hero society.

When she discovered, though, that her father was a wealthy businessman and social activist who had disowned young Celica and her mother for having conceived out of wedlock, she had murdered him in cold blood.
Celica further honed her talents overseas, and established herself as a near mythological terror who would manifest on the side of dark woodland roads at night, laying waste to the vehicles of prominent politicians and lower-tier criminals alike. SUMMARY:
Celica can solidify and direct and control her blood with her mind. She can form her blood into as many as twenty-five tiny objects made of 'bloodstone' (between one and three square inches in cubic volume), five small objects (between three and six square inches), two medium-sized objects (between six and twelve square inches) or one large-sized object (Between twelve and twenty-four square inches in cubic volume). These limits assume that Celica has access to her hemostatic storage pack; without it, she can self-inflict injuries to access her own blood, but her capabilities are then halved and she takes double damage while doing so.
The objects themselves have no innate properties, save for their ability to be manipulated through the air by Celica's force of will. The objects can be formed into sharp edges, roughly equivalent to a well-kept knife or sword, and they can be propelled with the speed and velocity characteristic of a throwing dagger or similar throwing weapon.
Objects that extend beyond a certain range from Celica's person evaporate into nothingness and cannot be reclaimed; this range is inversely relative to the size of the objects themselves (tiny objects can extend up to twenty yards away from Celica; small objects up to ten; medium-sized objects up to five yards; and large objects up to one yard away).
The objects also have durability relative to their size; tiny objects are about as durable as driftwood shaped into the requisite size; small objects are about as durable as hardwood; medium objects are about as durable as iron; and large objects are about as durable as reinforced steel.
Medium and large objects can be used as floating platforms, allowing Celica some degree of flight; though this method is slow, incredibly taxing (she can only do so for about ten posts per thread) and requires a great deal of concentration to maneuver (Celica cannot use her quirk in other ways or focus on combat while moving in this manner).
Celica's combat tactics manifest in the form of special attacks as follows:
Blood Rain: Celica creates a series of up to 25 tiny, sharp arrowhead-like objects and propels them forward at high speeds towards her target. These can pierce skin and flesh with ease but are easily stopped by even lightweight reinforced clothing or body armor.
Witch's Blade: Celica creates a rapier and buckler (both medium-sized). She is well trained in their use and often resorts to these in enclosed spaces or one-on-one duels with weaker opponents.
Witching Hour: Celica creates a massive blade using all of the blood in her pack and drops it down upon a prone enemy, piercing nonmetal armors and dealing catastrophic damage to its victims.
WEAKNESSES/LIMITATIONS:
Hemokinesis' mortal weakness lies in the need to use her own blood. If she does not use blood stored in her special pack, then she must use her own; if she does this, then every object created inflicts damage as if she had suffered an attack of commensurate gravity. Tiny objects require the self-infliction of minor damage (like a shallow, long cut); Small objects require the self-infliction of moderate damage (like a medium depth cut that would require stitches) Medium objects require the self-infliction of severe damage (like a gouge that would require immediate medical attention) and large objects require the self-infliction of mortal damage (Fatal without intervention, and will cause Celica to pass out from anemia).
Celica's bloodstone constructs lose much of their structural integrity in the rain, and retain a hardness and durability equivalent to an object one size class smaller. Tiny objects will dissolve in the rain or in water.
Celica's constructs, save for Large-sized ones propelled at great speeds from above a target, will ricochet off of iron or other strong metals.

Celica's belief in equality and justice for all, including the downtrodden and forgotten, is earnestly felt and zealously fought for. Her seemingly righteous fervor can and has swayed many otherwise-just individuals to be sympathetic to her cause, prompting them to turn a blind eye to her villainy or even to offer support. To this end, Celica is very well-spoken, and fully capable of rousing a crowd to a righteous fervor of their own.
