Most who know Hideki would describe him as someone who is a calm person. Someone who thinks three steps ahead of his enemy and always has a back-up plan for his back-up plan. And he cares deeply for those who are close to him. Friends, family, students. They're all precious to him and he will fight tooth and nail to protect those he cares about.
Though Hidekis favorite part of himself is his brilliant mind. He's a genius, and he knows it. In his spare time it isn't uncommon to find him wrapped up in a book he's reading. "Some people have powerful combat quirks." He likes to say. "I have my mind. And a mind needs books like a sword needs a whetstone."
When it comes to his teaching philosophy he believes there is lessons to be learned in failure. While he will give his students advice he will not tell them how to solve problems when it comes to their inventions. "It wouldn't be teaching if I gave you the answer to every question." And he's happy to help tutor any students who need assistance.
He encourages pushing their inventions to their limit. While he likes to preach about safety, he also understands that innovation comes at a cost. As long as the risks are reasonable he doesn't mind letting his students create more... volatile creations.

Hidekis story is one that starts out as a normal boy in japan. Growing up he had always been inspired by the ideas of Heroes. Those that put themselves in danger to keep others safe. Like many little boys he was a fan of a few favorites of his. And as he grew older and his quirk manifested he realized how much he could help, even indirectly.
His quirk manifested at the young age of four, when he was playing a video game. He was losing to the AI and all of a suddenly sparks shot from his hand to the console, and he seemed to be controlling his character with his mind. He was a Technopath, a person gifted with the ability to control technology by touch. His parents were, naturally, ecstatic. His quirk would be incredibly useful in the digital world they lived in. There was no telling what he could do with it!
The quirk had the side-effect of supercharging his brain. He was smarter than other kids. Reacted faster. It wasn't long before he was placed in classes years higher than his age. He graduated from high school at thirteen and was put into UA two years later at fifteen. He was the top student in his class three years running, graduating from both the hero and support courses. It was during these years at UA that he met Tsubame Takada and become good friends with her. He also developed his "Hard-Light Drones" during this time to augment his quirk.
It wasn't long until he was picked up by a hero engineering company that also worked as a rescue company. He was a perfect fit, after all. He was a genius. And the Heroes needed genius. And for six years he worked for them developing tech that would later go on to save many hero lives. It was during this time that he developed the POD unit as his personal assistant.
The next year after that he got hired on to work at UA. He was twenty five at the time and had plenty of experience in the real world. He was honored to accept -- and was more than happy to teach unto new students what had been taught to him all those years ago. Three years after that, at age twenty eight, he was promoted to the head of the support course. This allowed him more freedom for continuing his work for the current pros in addition to keeping an eye on the students. It worked for him.
In recent months, with the previous Headmaster retiring, Tsubame became the new headmaster of U.A High. Hideki shortly afterwards became her Vice Headmaster. While she was good at the people side of things, Hideki was much better at administrative work. Her decisions are ultimately the final ones, but between his brains, and her experience, they make a pretty good team.
THE ARMORY
A high-end secured smartphone. It's capable of wireless connections to most electronics to act as a screen for them and is highly encrypted to

"Hard-Light Drones" - Small, diamond shaped drones with a core near the front. These drones are powered and controlled via Hidekis quirk, making them no more than mere paperweights for anyone else. When under Hidekis control these drones gain the ability of flight as well as focusing Hidekis energy for several purposes. Due to the unique flight mechanism inside the drones, they are capable of hovering, as well as moving in any direction they wish. They have a top speed of 45 MPH.
As far as durability goes, these drones aren't so easily broken, though they're far from invulnerable. The armor plating that protects them is similar to Hidekis own - they can withstand small gunfire, though higher calibur rounds will put holes through them (assuming the shooter can hit them. They're small targets, after all.) A normal human would have a hard time crushing one with blunt force without some sort of strength augmentation, and they can disperse heat well. They have to, to maintain their beams - though excessive heat from the outside could melt them like any other metal. (If it could melt metal, you could melt the drones.)
The most common of these purposes is energy projection. Hidekis quirk on its own is unfocused. The drones take the energy and focus it, and can fire small beams of energy from their front to attack enemies. Each beam on their own is about one centimeter in diameter and can burn through wood, though if several drones come together the beam gets exponentially bigger and more powerful, to the point where they could burn through reinforced steel. Though the beams can be dialed down for reduced lethality.
These drones secondary function is the creation of Hard-Light constructs. By focusing his energy and resonating with each other these drones are capable of creating, most commonly, flat, powerful hard-light barriers. Hideki can stand on these barriers, or use them to defend from attacks. These barriers are particularly good at defending from other energy projectiles, though they can block up to 800lb of kinetic force before shattering. The drones are placed at the corner of every construct, functioning as their axis. This also makes them a fairly reliable capture weapon if someone were to get caught in them.
These drones rely on Hideki for power, though. And as they are being directly controlled by his mind require him to concentrate on what he's doing. He can carry up to twelve drones on his body at one person, though he can control up to nine at most comfortably. These drones can also transfer Hidekis electricity into another machine, allowing him to manipulate it from a distance for a short time.
Any drones destroyed in a thread will be replenished in the next thread, due to Hideki having the resources to create more.
His Hero Suit - A sleek suit covered in protective armor plates along the chest, back, legs, and arms. On the back rests a dock for Hidekis drones, carrying up to twelve at one time. His drones connect to the dock and are locked in place when not in use. He has a matching black helmet with a visor that covers his eyes and the helmet to protect his head and hearing from loud explosions. The helmet has hearing sensors with a noise-gate that relay sounds to his ears. The audio dampening also has software running through it to help filter out voices through loud noise - allowing him to keep track of his allies. Or villains, if they like to talk.
The protective plating is capable of stopping small arms gunfire, and is particularly adept at dispersing heat - though anything capable of melting metal would still get through. The drones are similarly protected by a casing on the back which snaps over any drones currently held with similar levels of protection - in case Hideki ever got attacked from behind.
The visor protects his eyes from things like dust and other such particles, in addition to a HUD that offers a zoom feature, night vision, thermal vision, and data relation from POD.
POD Unit - A small, custom built android that follows Hideki around and assists him with his daily tasks. It Is a small two-limbed android that has a self propulsion system built in that allows it to fly. It has a battery life of about two days in full-power mode and one week on emergency power settings. It is highly intelligent and loyal to Hideki to a fault. It is equiped with bioscanners, machine scanners, access to the internet, and is capable of acting on its own when needed. It is fluent in every known language. Though it is not very strong and cannot lift heavy objects, it can soften Hidekis landing if it catches him when he's falling. It also comes equipped with a flashlight, and its hands can interface with keyboards, keypads, and can hold small objects.
The hard limit on what it can lift while still flying is around 80lb. Much like the drones, POD can fly at about 45MPH at top speed, though this is more of an escape feature than anything else.

Hidekis quirk isn't one that is explicitly powerful when you look at it on its own. Technopath is a quirk that causes Hidekis brain to generate large amounts of electricity that he can discharge. While on it's own its capable of a mild shock and temporary paralysis, it's far from a lethal dose. He can only 'stun' one limb, and he has to make physical contact with the person to do it, otherwise his electricity is unfocused. On a normal person, this paralysis would last for two posts, and cause a fair amount of pain, however those with enhanced durability or denser muscles for instance, or with some kind of resistance to electricity, would be much harder to affect. (This can be handled on a player-to-player basis cuz of how different quirks can be). This attack does not cause any permanent damage or lasting harm - so the pain goes away as soon as the paralysis does.
Hideki cannot (and would not) use his quirk to stop someones heart or breathing.

Instead, the true strength of this quirk is Hidekis ability to mentally connect to, power, and control technology. A side effect of his brain producing so much electricity is that his mind has been super-charged. His brain essentially works at a much higher gear than many humans, but because of his quirk this has no detrimental effects on Hideki. He is highly intelligent because of this. His intelligence is super-human due to the nature of his quirk, meaning, yes. He could build it. In a cave. With a box of scraps.
As far as time limits, he is most comfortable with 10 posts of using his drones before beginning to feel fatigued, though the more machines he's controlling, the more 'power' it takes. For a swarm of small machines (his drones, for instance) he can control nine of them comfortably using only 1 posts worth of energy.
For cars, (or construction equipment, etc) he can control up to three of them comfortably, though this takes 2 posts of power.
For a 'huge' class machine (such as the large training robot from the entrance exam in the anime) he can only control one at any given time, and this takes 3 posts of energy per turn controlling it.
In the event that a machine is already powered by it's own power source Hideki will not need to use as much energy to control them, meaning he only has to use 50% of the normal cost on those machines. (in the case of an odd number, round it down to the nearest even number.) This discount cannot go below one posts worth of energy per turn.
As far as rest, he regains 1 posts equivalent of energy back per turn where he is not using his quirk, and not in direct combat with an enemy, as he has time to rest and refocus.
In the event that Hideki cannot pay the cost of controling a machine (such as controlling a huge machine for 3 rounds, using up 9 posts worth of energy), he immediately loses control of the machine, and it returns to whatever state it was in before. If it was an advanced machine that he reprogrammed while it was under his control, it will default to whatever new settings Hideki has installed into it, though it will still be limited by the software. He can't put an intelligent AI into a system not designed for it, after all.
WEAKNESSES/LIMITATIONS:
The most obvious drawbacks of Technopath is the toll excessive use can take on Hidekis mind. Using his quirk too much or trying to control too many machines at once can cause him to have extreme mental fatigue. Mental exhaustion, migranes, and sleepyness are all possible consequences of using his quirk too much in such a small time.
At 30% power remaining in his Quirk, Hideki begins to suffer painful headaches. At 20%, he starts to feel mental fatigue, and at 10% remaining, physical exhaustion. If he still continues to push himself, he will pass out after the last of his quirk is used.
The range of his technopathy is also limited. He keep control of any device that is within twenty five meters of him OR he can control a machine from further away if he has a direct conductive line to it, such as a metal wire. The maximum range for this line is 50 meters, doubling his normal range - however, any distance beyond 40 meters has some slight delay to his commands due to needing to travel down the wire - much like lag in a video game.
It is important to note that Hideki merely controls a machine. He does not become them. This means that Hideki must maintain sight of a machine he is controlling in order to control it to its fullest extent. This can be either line of sight, or watching it through a camera if needed.
He cannot make a machine do anything its specs do not allow for. (He can't make a lawnmower jump at someone or go past its engines top speed for example.) This is why his most common targets for his technopathy are his own creations, to best be used with his quirk.
Hideki has always been a fast thinker, and over time he's trained his mind to be able to control multiple machines at once. With years of experience using his quirk controlling multiple machines has become like second nature. When it comes to his drones, he can control up to nine of them as if they were one living swarm of robots.
When it comes to larger machines (car sized or larger), he can control three of them directly with little issue, using his brilliant mind to focus on the different situations all at once. Any more and he runs into issues.
His quirk cannot affect technology that is being controlled by another quirk-user, and he cannot control any mechanical objects tied into another persons brain, such as cybernetics.
When his quirk is active his eyes glow blue.
Inventing

SUMMARY: Hideki is endlessly creative, and is always trying to push the boundries of his quirk. His many years in the support course and support hero companies have only furthered his mastery of technology. He is constantly working on new inventions and trying to create new devices to further push his quirk to its limits, in addition to creating devices to protect his comrades.

SUMMARY: While certainly not Hidekis strong suit, Hideki was trained in MMA during his time at UA. He needed a way to defend himself at close range from a villain in the even that his quirk was rendered unusable, and he has been practicing regularly for years. He knows where to punch to make it hurt, he knows holds that can subdue people stronger than him, and he's fast. Moving in a fight is second nature.
Programming

SUMMARY: Hideki has many years of programming experience under his belt, as evidenced by his creation of POD. He is an expert in reading and rewriting code of the highest level, and through the use of his quirk he can reprogram complex machines in mere seconds.
