A flower among many...
Hikari is best described as such among the organization: Geisha. Carefree, appreciative, and full of cheer; he shows nothing short of a demeanor built around freedom. Due to his strong feelings of sympathy and ideas that he shares with the organization of freelancing vigilante, he has a loyalty to his affiliation with them. There is also the feelings of resentment that comes from the ideas of the organization that rejects the societal standards of heroes and villains due to their hesitance. All of this plays a part in how Hikari keeps an open mind, a jolly demeanor, but a wicked persona when it comes to doling out the "justice" that he believes in.
Content by appearance, one would notice Hikari's face covered by a mask of happiness and dressed in charming clothing. He speaks in a light and petite manner that is feminine in tone. This very tone goes from not only his voice, but movement as he sways and gestures in a suggestive manner. His attention is always set on people he address placing a veil of joy on his face. He shows pride in this display, insisting that it is the "Way of Geisha." Thus, Hikari shows a one-track mind to his idea and tries to comfort others with his appearance.

One of many was the mishandled issue of self-defense when ones used their Quirks to fend for themselves. Women, especially, were victims of this vague political strife.
It was during this time a young woman had used her very own Quirk in defense of her life. With the way government handled the use of Quirks in society, any use was deemed illegal due to risking the public safety. It was just that as one movement of the leg to fight against a mutation Quirk user exploded into damage to public property, injuries to civilians, and public venues needing repairs due to a simple decision to fend for one's life. It was considered one of many events that made the young woman, one who feared for her life, to say that the world was "Unfair."
The trial was no better! Eye witnesses did not matter due to the severity of the damage. The public simply saw a fearful Quirk user who was evading and fighting back another. With the twenty percent of individuals bitter, thinking of such people as monsters, the other eighty turned on them, making it an all out political issue. In the end, the trial was to say both were at fault and would serve their times.
This placed Chiasa Hikari, a single mother and a victim of circumstance, at odds. With herself young and branded with a criminal record, she had little chance of living a normal life. The loophole within policy was exploited as women who were already less than a person in society were faced with a more unjust issue: they were much less to not only those in power, but those with Quirks as this caused for them to be attacked by those who could call themselves a victim of a woman's reckless decisions (even if it was to defend one's self from a Quirk user). Thus, Chiasa had made decisions where she felt was the only time she truly had "power." to sustain herself and her son's way of living.
Hikari, a young child at this moment did not know about how complicated the world was. There was only the questions he had at the moment such as the lack of father in his life, why his mother worked all kinds of hours of the night, and who his caretaker was. The violet haired boy grew up knowing people who had the same questions, but they varied. Some were younger than his tender age of five and did not think much of it. Others thought such questions were useless and were years beyond him. In the end, he never got answers, but knew the decaying walls of underground shelters, buildings in urban areas, and the fatigued face of his mother who would smile kindly to him.

He awaited to be rescued, or even his mother to be saved from such a tiredness. Most of the time, he had awaited for a father he never knew to help. Others, he just wanted some answer to fall into his lap. Still, none of those things were in sight, so he spent his years talking to others like him in small, petite run down settings in red-light districts and run down communities. Sirens were familiar songs and so were the parents of other children who were either enduring the same fatigue or come with bruises from encounters only whispered about.
This was the way of “Geisha.”
A supportive group to mutation-type Quirk users, especially those of females, their leader Valentina LeGrande would corral the women in trying to defend themselves when the government would not. A native of New Palermo, Sicily; she was used to rallying to such causes due to mafioso tactics. Thus, she had gained like-minded support from women who felt underprivileged and spited against due to the evolving society of Quirk users and were thought to be alluring objects because of some of them having feral characteristics. Thus, the mothers and children would be exposed to a collective that would support one another and live in a familial setting.
Hikari would grow accustomed to such things as he gotten older. One of them was LeGrande being known best as Sensei to himself and the other children. She came off as a woman who was closely smitten with his mother, or acted the part rather than being a fanatical leader. Many times, she would insist that himself and the other children be left in her care apart from their mothers and "learn" how to survive in a harsh world that took no pity on one whether they were woman or child. Hikari, along with other children with Quirks, were trained by their Sensei LeGrande as she would refer to herself.
They too would learn what it was to be"Geisha."
Geisha were not the "dregs" of society as the Sensei would explain, even though society treated them as such. With women's rights being trampled on more with the indecision of the Quirks Acts, this mean that they had a means to fight, but one they would have to take. Thus, Geisha were to be taught how to harness their powers to take back control of their lives regardless of what law would say. Thus, the children were given the harsh truth of reality that their mothers acted in a Courtesan manner for their Sensei LeGrande's benefit while she would teach them to do the same. The show of dance, arts, and expression were the foremost of the clan of women’s tactics; and then this would evolve into using that grace for pulling off heists and pilfering of resources from aristocrats and taking territory for themselves to establish supplies for the less fortunate: Flower Shops, Candy Shops, and Apothecaries.

Whether Hikari who was the rabbit, friends who were Snakes, Wolves, or alike, they would learn to use their Quirks not only for self-defense but for their allure, profit, and to inherit benefit for the sake of their Sensei who wanted control of territory. Whether it was for a hidden agenda or for noble purposes, her philosophy stuck. Even beyond the years of the signed act now in place, Valentina LeGrande, an aristocrat from Sicily had made a prominent stand of training Vigilante women to secure their clients who desired them and children who they protected in local districts they called their territory.
And Hikari, who seen the world through the eyes of his commanding Sensei, would follow. The "Heroes" that he waited to save him were too late.

Silken Sash {Capture Weapon} - A charming little sash that compliments the looks and makes a nice little toy for tightly weaving some targets. Other than that, it weaves around his own body to add to the attraction.
Slanted Geta (Footwear) - Wooden geta that is fitted along the feet of Hikari. The heel is elevated in order to work with the curvature of his foot that is caused by his quirk. It also looks great for his Geisha outfit.

RABBIT

SUMMARY:
Rabbit, a mutation Quirk, is literal as it applies itself to be. The user takes on the appearance of a rabbit to an extent with prominent features. This includes large ears, a large cottontail, and not to mention the manipulation of the leg muscles to replicate the animals limbs. Hikari very much has these features as he has pelvic muscles that are widened to compensate for muscles. Because of this, also, this seems to make him have the waist often mistaken for that of a female. There are also the features to the face such as cheeks being more rounded and two front canines being longer than usual in size.
The most notable of the features of the body is that of the leg movements of the user. The user's legs are almost treated like springs. This is due because of their enlarged feet that is caused by the mutation quirk. The user's muscles and feet are augmented in such a way that their heels are usually lifted. This makes it so that the user has an advantage in leg based movements whether it be kicking, jumping, or even running due to how they can spring themselves forth in a particular direction.
There are also several features that come from these alterations of the body. Immediately, the user and others may notice much greater movement style and speed when it comes to running or evasion. More often than not, the user may exhibit speeds that allow them to keep up with most four legged animals and even use certain styles of movement that are specific to rabbits. The most prominent movement is called "Binkying" which is the jolly manner that rabbits leap in quick succession. The user is able to replicate this movement to move in quick zigzags in a superhuman feat.
It is not only the physical features that boast higher combat ability, but so are the sensory skills. The user of the Rabbit quirk find that their ability of hearing is slightly higher as well. This is due to the user's large ears that funnel sound as they grow from their head and stretch upward. This is to the point that they can be comparable to antennas as others would find themselves able to hear the slightest of sounds and be alerted to things that others would not hear. It is because of this, it is quite hard for anyone who wish to fight users of "Rabbit," as it is difficult to catch them off guard (or off-balance considering that the hearing adds to this). The rabbits hearing allows them to be excellent fighters due to them constantly correcting their form and also using their alertness to be aware of the surroundings.
As for the physical applications beyond the supplementary abilities of running and jumping, there is also the kicking. Rabbits are quite the fighters when using their feet. The running and jumping power is channeled into the most powerful of kicks that gives the users of this Quirk the advantage in close combat. One kick from one of the feet are potent enough to send one flying due to the leg strength and the spring impact. This makes the Quirk well-rounded in and out of battle.
WEAKNESSES/LIMITATIONS:
Other than the dwarfism, there are some weaknesses to Rabbit that are a major boon. For an example, the features of the user's body put them at a disadvantage as physiology seems to create major weakness in close combat and ranged combat. When speaking ranged, it is the vulnerability to sounds that cause for the user to be damaged. The hearing is super sensitive, making it so that almost anyone is able to take advantage of the perk in order to cause some damage to the inner ear. This is enough to subdue them if the sounds are loud and piercing enough in nature.
There is also the close-range aspect when it comes to fighting. Since it is the user's feet that are the strongest, even if well-trained, their upper body is usually one-grade lower in strength than the rest of their body. So the user favoring punches has little benefit compared to their kicks. Strikes to the user's upper body would be more damaging than originally for most fighters. The user is almost completely dependent on their legs for combat due to them being careful to not cause damage to their upper body area.

Techniques
Bunny Binkying - High speed movement by kicking off in a rocketing manner. This is done horizontally or vertically (ascending/descending/parallel) between objects or across a surface whether it be wall-kicks or an attack between several enemies. This is performed in quick succession up to three-times between three points that are eight meters apart from one another. Difficult due to stress that is brought onto the legs and feet. With it being a still fairly new technique, it still requires practice.
4-Post Cooldown
Rabbit Ricochet - Coordinated balances and superior leg strength allows for aerial recovery and movement not possible for most. Because of this, most attacks that or situations where he is airborne, Hikari is able to maneuver his body mid-air in order to position his body in a way that is more to his advantage. Whether this is to force himself a safe landing or prevent impact against a wall, this skill is advantageous. However, he is not always fortunate enough to react in time.

Bunny Kicks - High powered kicks that are capable of exerting great force. Breaks guards/defenses that are a grade lower than kicking attacks to inflict some damage.
Bunny Binkying - High speed movement by kicking off in a rocketing manner. This is done horizontally or vertically (ascending/descending/parallel) between objects or across a surface whether it be wall-kicks or an attack between several enemies. This is performed in quick succession up to three-times between three points that are eight meters apart from one another. Difficult due to stress that is brought onto the legs and feet. With it being a still fairly new technique, it still requires practice.

Rabbit Ricochet - Coordinated balances and superior leg strength allows for aerial recovery and movement not possible for most. Because of this, most attacks that or situations where he is airborne, Hikari is able to maneuver his body mid-air in order to position his body in a way that is more to his advantage. Whether this is to force himself a safe landing or prevent impact against a wall, this skill is advantageous. However, he is not always fortunate enough to react in time.

SUMMARY:
A Capture Weapon is one that is made specifically for the purpose of entangling or subduing targets. In Hikari's case, his Capture Weapon takes the form of what seems to be a silken-made Kimono Sash (15 ft) that sweeps along his shoulders, behind his neck, drapes along his arms in curling spirals (a majority of the cloth), and the remainder falls to his sides to compliment his kimono outfit. This particular item, although seemingly thin and flimsy, is actually woven with nano-fibers and alloy that makes it difficult to cut, damage, or sever by ordinary means. Durability is not that of an ordinary fabric, but yet (like all things of creation) have its limits.
Features
The Capture Weapon is very proficient tool in the right hand. Specifically, in the hands of Hikari, it serves in the fields of aiding in Attacking, Defensive, and Supplementary techniques. The higher his proficiency is when it comes to using this tool, the more complex these fields become when it comes to manipulating the sash. The most prominent, of course, is that of it its primary ability to act as a weapon for binding and restricting movement and mobility.
Attacking: Hikari's ability with "attacking" with the sash mostly relies on his own physical strength and improvising using the tool. These attacks mostly circulate around throws, tosses, and entangling techniques that are affected by many factors of the enemy and the situation (range) in which he uses the technique. Hikari is able to ensnare targets into the sash that enraptures his body by simply casting it forth in a swinging/swaying manner. The sash secures itself around the opponents limb (ranged at 4.5 meters). The closer the target is to Hikari, the more effective the binding is (chance of more complex bindings) increases from simply going from a limb, to multiple limbs, or even securing itself around the user's body. Hikari's skills at weaving his Capture Weapon enable him to entangle multiple targets in a complex array, but only if their positions are favorable and are within the range..

Defending: Hikari's defense with his sash is also dependent on his proficiency with how he executes manipulating the length. Deflecting strikes and weaving objects are possible by using the sash in a whipping manner. In doing so, counterattacks are launched where weaponry is either tossed back towards the foe or completely negated depending on skill level of attacks aimed at Hikari. This is due to the proficiency of opponent's attacks being difficult to react to or bypassing his sash almost entirely due to precision and timing that easy break past his defense. Thus, it must be carefully considered in the timing of how he uses his Capturing Weapon when defending just as much as when he attacks.
+Hikari is able to use bindings to guard against non-energy based projectiles (Max: 3 total within a single post) that are of lesser proficiency than that of the weapon that is out beyond the reach of ten feet (3 Meters). (3-Post CoolDown)

Supplementary: Supplementary techniques are complex movements that aid in Hikari's mobility or strategic use of objects on the field. Such techniques usually depend on him skillfully using his Capture Weapon to bind objects in order to reel him out of range of dangerous strikes or even help him scale certain surfaces that are no possible with just his Quirk alone. On example is using his cloth's minor elasticity in order to pull off acrobatics. Due to the actions that are caused by using supplementary techniques, Hikari's next movement with his weapon is limited as it takes time to reel in the totality of his cloth and prepare for it to be applied offensively and defensively unlike other techniques which use constant movement for defensive and offensive tactics. This also involves weaving non-anchored objects on the field and casting them forth (provided they are no heavier than 50 lbs of weight).
+Using the totality of Hikari's Capture Weapon, he is able to snatch an object in range (a limb, pole, minor length) in order to support a tactical movement if that object is within range (0-15 ft).
