Rachel is quite average sized British girl with short brown hair and matching coloured brown eyes. Often, she tends to keep quite official in her stances, rarely seen slouching. She has burn scars on her right shoulder and upper right arm. Most of the time they are noticeable because of her choice of clothing. It does not have to be hidden, but she does prefer it to be.
When at work, she will almost always be found wearing a blazer, generally black, over a plain top or shirt. Most times she will wear trousers and flat shoes since she finds them better to move fast in. She will wear a skirt and slightly heeled shoes if it is a formal event.
For her casual attire she is often found wearing far more colourful attire but still keeps the look of a professional office worker.

PERSONALITY
LIKES RegulationsCake Justice Reading | DISLIKES FireCrowds Being Late People breaking rules |
RUMOR/SECRET: | Rumor is that she threw a hero regulations book on her first investigation. |
“Rachel Evergreen? Ah, if I was to describe her it would be that is is as straight an arrow as they come” - Former boss at London Police
Pride in her work is what makes her get up and go in the morning. Her sense of finding a role that she is best suited for and where she can make a real difference. Rebel is for sure not not a word that people use as a description for her, though on occasion can bend the rules if she feels it is justified. She like most people as a child was quite idealistic, but after the death of her father lost most of that. She can be found to be quite strong in her feeling of justice, following the rules to the letter.
Her feeling over the regulation of quirks is equally as strong as her sense of justice. Her first hand experience of those who use quirks without regard for their power made her want to make sure she could make sure others did not need to go through the same. Criminals are scum and vigilantes are just the same, even she knows that they have good intentions. Justice is what society can decide, not for people to take into their own hands. People trying to be heroes but without the accountability are just like people walking around with a loaded gun.
While having a quirk, she is not overall that proud of having one. She feels a bit envious for those that are quirkless. While not as powerful as some quirks, it still pains her to have to use it. However, it does generally aid in her pursuit of bringing the right justice to people. Though, she does try everything to not use it. She will often stick to using her detective skills to work out the actual truth than try use her quirk as a quick bypass to reaching the answer.
She does try and keep her work life separate from what little a personal one that she has. Generally this is when people see her less serious side, especially if cake is involved. She has quite a sweet tooth, particularly liking sweets with a strawberry flavour. Her less serious side also shows that she does have a small sense of adventure as it was that feeling that made her switch her life from being in England to moving to Japan.

This is where the largest part of your app goes, the history of your character. Don't be afraid to go into detail, the more detailed the more established your character is. A character that has worked themselves up the ranks is more likely to have a more detailed historical biography. Try to keep it 200 word minimum for basic lower-level characters. Also keep things as realistic as possible, tragedy does not automatically create interesting characters nor does extremism (for every 17 year old school girl that has murdered 40 people in a single year without detection a puppy dies, keep this in mind). Have fun with it though~
THE ARMORY
Hero Regulations Book: Rachel is never found without at least one when out for work. While it a far simplified copy of the rules and not often that she actually reads it nowadays she likes to have one. If only to be able to give out to anyone that she investigates.
Combat Vest: Rachel still has her combat vest from back in her police days. Given as a leaving present when moving from London, she does sometimes still use it when needed for police matters in the field. Generally just keeps a spot in the trunk of her car when not in use.
Pistol: Only carried around when given permission by the police to do so. While she is firearms trained, her role is not with armed police anymore so is only found with it in serious situations. The model varies since it is issued by the police, not personally owned by her.

QUIRK & SKILLS
QUESTION OF TRUTH
TYPE: Emitter
RANK/LEVEL: C
SUMMARY:
Rachel’s quirk allows her to become like a human lie-detector when she has five finger tips, of the same hand, touching another living being. It will remain active until all five of the fingers are removed from the target. When active it will mean that whatever questions she asks to her target they are not allowed to knowingly lie to her. If they do so, it causes signals to trigger their pain senses in different parts of their body. Generally it takes on the feeling of being shocked electrically. The pain level she can adjust, however can only be done just before the quirk is activated. Though the limit of the pain is at most cause severe pain but not fatally injure or knock out someone. It can last for around 4 posts before it gets painful. She will then normally require a break for the rest of the thread but does not get any ill effects.
If she uses all ten fingers then her quirk is increased in strength, as is the pain limit that it can deal. It could maybe go to a level to kill someone but the most Rachel has been able to is stun them like a tazer. Though it does take far more effort to control and actively set the pain level. So she generally does not use it unless last resort. With using ten fingers she also can only last to keeping it active for about 2 posts before it starts to cause her pain. Serious pain at about 4 posts if she pushes herself though gives a high risk that she will be in pain for the rest of the thread or knocked out.
Her quirk is the inability to lie knowingly, not forcing someone to speak the truth. So there is a lot of scope for people to try and outsmart the quirk with the choice of words or answer. While it is generally more correct than a normal lie detector it does greatly depend on the training of the target and Rachel’s question skills for it to be most effective.
WEAKNESSES/LIMITATIONS:
The basic weaknesses for the quirk are that it is only effective on people that can feel pain via a nervous system along with the need for constant physical contact with the intended target. Means that her quirk is not really suited for any sort of combat situation or where a target might be able to give enough resistance to break the connection.
One of the main weaknesses of her quirk is that, when active, it does not only affect her target but also herself. So can be a double edged sword in the hands of skilled criminals as they can also force Rachel to undergo the same questioning with the inability to lie. She suffers the exact same consequence if she does. As such, she tries to make sure people do not know this aspect of her quirk. Also why she is reluctant to set the pain level high because of the risk that it will be used against her.
The quirk could also be force activated since it only requires five fingers tips to be touching another living being, could be even an animal rather than a person, so can be forced to either overuse her quirk or have it be used purely against her.
If overused then general pain though her nervous system is what she experiences in varying degrees. It depends on the pain level that has been set and how overused it has been. For using 5 fingers, going 2 posts over the limit of 4 will cause a feeling of the arm being constantly shocked for another 4 posts at the same pain of her telling a lie. If using all ten fingers then each post over will give her another 4 posts of pain. Though there is a risk that using three posts over that she gets permanent damage. This could be losing ability for her quick to work in one arm.

SKILL NAME
RANK/LEVEL: (write proposed rank here)
SUMMARY:
A good paragraph explaining the details of this skill, remember that it will coordinate with their skill level.
- Skills are what a NORMAL human can learn with enough time and practice/talent.
- Anything supernatural or breaking force of nature is a QUIRK so bear that in mind!
- Skills and quirks cannot overlap (E.g Strength boost skill + strength quirk)- So pick one please!
- In general, someone with a non combatant quirk will be allowed more higher level skills and vice-versa with combat oriented quirks being regulated to lower end skills..
